Job Summary The Regional Business Analyst is responsible for the sound budget management & financial analysis within the ECSA and the RO.
S/he provides technical support in Master Budget preparation to COs in the region.
S/he will work closely with SSC, RO and COs to ensure appropriate budget support and resources are available.
This includes consolidation of Regional reports like the COMFORT for the period of the assignment.
Duties and Responsibilities
Budget Management and Financial Analysis 70%
Provide technical support to ECSA Country Offices in Master Budget preparation in view of the FY22 budgeting process,
Under supervision of the Regional Finance Support Coordinator assist in the RO FY22 budget process.
Deliver support on consolidation of in the regional country monthly finance management submissions (COMFORT) for Q2, and escalating issues where appropriate, including timely correction.
Support country finance for correcting entries and/or accruals as required- emerging from the Q2 and Q3 CO conversations,
Support in the mid-year forecasting Review and Analysis for both ECSARO and COs- This will be for UNR/GPF and Restricted grants,
Support on monthly MDRD reporting,
Regional Budget & Financial Management Capacity Building 20%
Provide support and guidance for identifying, recording, and reporting financial transactions.
Provide support and troubleshooting to COs experiencing capacity constraints due to turnover and/or transition; could involve periodic deployment.
Regional Office Accounting & other assignments 10%
Complete ad-hoc projects/assignments as delegated
Qualifications and Experience
Education and Experience
University Degree in Accounting, Finance or equivalent
5-7 Years’ Experience in Finance and office management (or administration), preferably in not-for-profit sector.
Professional qualification in Accounting, CPA or ACCA
Experience using large scale automated financial systems (ledger, budgeting and reporting) and spreadsheets/databases required.
Knowledge of finance and budget management
Advanced computer skills, including spreadsheets and database applications
Hands on experience of an Enterprise Resource planning system
Strong knowledge of US Government rules and regulations is preferred.
Knowledge of GAAP and accounting applications suitable for field financial management required.
Thorough knowledge of financial and accounting practices and procedures

Demonstrated ability to establish priorities and to plan, coordinate and monitor
his/ her own work
High degree of accuracy to ensure correctness of financial information
Excellent organizational and communication skills are essential as is attention to detail, team work, customer services and the ability to work in a large, complex international organization
Operational flexibility is required to meet sudden and unpredictable business needs
Ability to prepare reports and articulate emerging issues and defend recommendations
Is at ease and works well in a multicultural and diverse environment; Strong interpersonal skills
Works with minimum supervision, is proactive and has a personal drive.
Ability to manage multiple tasks in fast paced working environment.
Problem Solving -What has to be done is known, but how to do is not always defined.
The incumbent must have interpolative skills to pick and choose the right strategy to address a given problem.
