The Country Programme Coordinator - Gender Equality and Protection will provide strategic direction to the gender equality and protection team and oversee the implementation of gender equality and protection programmes, provide technical expertise, and ensure compliance with donor and CARE South Sudan (SSD) requirements.
S/He will be responsible for ensuring technical support to gender and protection staff, as well as to gender mainstreaming and GBV risk mitigation support to FS&EJ, health and nutrition, and emergency response programming.
S/He will be able to strategize, implement, and maintain programme initiatives that adhere to CARE SSD’s strategic objectives, and performance; oversees multiple gender and protection project teams, ensuring programme objectives are met; develop programme assessment protocols for evaluation and improvement of gender and protection projects, maintain CARE SSD’s standards of satisfaction, quality goals are reached, manage budgets and timelines including regular budget analysis with project managers.
The Country Programme Coordinator - Gender and Protection will be the focal point for proposal development and supporting projects with Gender Marker submissions.
S/He will support Programme Development and Quality Coordinator (PDQC) in creating new ideas/projects and developing long-term plans for the gender and protection unit following CARE SSD’s strategy. In collaboration with the MEAL team, they will compile relevant data and information to be shared with the national government and sub-cluster representatives such as GBVIMS data.
ResponsibilitiesProgramme Management, Coordination & PartnershipWorks closely with the Deputy Country Director – Programmes (DCD-P), cross-functional teams, and assigned project managers to update or develop the scope, deliverables, required resources, work plan, budget, and timing for running and new gender and protection projects.
Manages Gender equality and protection project teams for optimal results across stages of the project cycle, and coordinates and delegates across gender and protection projects.
Ensures CARE’s partners across all pillars receive the relevant trainings around gender, GBV and protection.
Technical Support and Program Quality
Provides technical guidance, mentoring, and support to field teams to ensure GBV ethical guidance and compliance with minimum standards for GBV, as well gender mainstreaming.
Leads the Standard Operating Procedure and guideline development for gender and protection projects as well as for the
whole country office.
Programme Development
Participates in the development of proposals and concept notes for expanding CARE’s gender and protection portfolio in South Sudan.
Support Project Managers (PMs) and the Programme Development and Quality Coordinator (PDQC) in preparing Gender Markers for all projects.
Representation
Participates in the relevant Protection and GBV clusters and represents CARE as gender champion organization on behalf of the department, and with donor and stakeholder meetings and other technical working groups.
Human Resources
When relevant, supports recruitment of field staff in conjunction with Human Resources (HR) Department
Ensures professional development for expat and national gender and protection staff through assessment of training needs and capacity building activities.
Qualifications
Eight years’ experience in gender and protection programming, design and implementation, including 5 years experience in senior programme management level.
Experience in WGFS programming, case management and psychosocial support is required.
Proven knowledge and experience in developing and implementing community mobilization projects
Familiarity with international standards and guidelines as well as CARE’s Gender in Emergencies approach, which includes Gender Based Violence programmes in Emergencies (GBViEs).
Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently.
Ability to work well with a cross-cultural team. Strong communication skills, both oral and written ; Experience developing quality reports.
Supervisory experience: managing, and providing technical support and assistance to field staff and willingness to travel to field sites regularly
Experience conducting GBV technical trainings including, Psychological First Aids Training, case management and GBVIMS.
Experience working with implementing partners and ability to work across sector
