CAMRIS seeks an Evaluation Team Lead for the upcoming USAID/Kenya and East Africa (USAID/KEA) Evaluations, Assessments, and Analyses program.

The USAID/KEA is seeking support in three areas: designing and implementing both quantitative and/or qualitative evaluation studies;

Developing and delivering evaluation and assessment training to USAID, its implementing partners, and local institutions to support USAID EAA needs; and build the capacity of local monitoring and evaluation (M&E) specialist to lead future activities.

This position is contingent upon contract award.

Responsibilities

  • The Evaluation Team Lead will be responsible for overall management and functioning of all evaluation, assessment, and special study activities.
  • This includes the following:
  • Overseeing all aspects of evaluation, assessment and special study activities, such as planning, budgeting, staffing, design and implementation of each assigned activity.
  • Conducting evaluation (performance and impact, midline, and final, and whole-of-project) and analysis of issues related to the effectiveness and contribution of program and policy strategies that support Agency/Mission goals and objectives including informing the next generation of Country Development Cooperation Strategies (CDCS) and the East Africa Regional Development Cooperation Strategy (RDCS).
  • Evaluating and analyzing unexpected positive or negative consequences or impacts from various programs or
    activities, as the basis for mid-course corrections or informing future activities;
  • Evaluating, analyzing and visualizing high-priority strategic issues which may be of concern to Agency managers or key Agency customers, including the Mission Director and the Administrator;
  • Identifying appropriate staffing levels.
  • Securing appropriate qualified staff.
  • Managing an internal local team of evaluation specialists, and external short-term consultants.
  • Providing relevant technical guidance.
  • Leading consultations with relevant USAID/KEA staff and implementing partners.
  • Identifying and executing appropriate agreed upon methodology, field work, research, reporting and deliverables.

    Qualifications
  • At least ten (10) years of international development experience involved in either performance monitoring or evaluation.
  • Experience designing, conducting and managing impact evaluations.
  • Experience in designing, conducting, and managing baseline, midline, and end line surveys, sector assessments, studies, and analyses
  • Evidence of advanced evaluation design and advanced statistical analysis including multi-level modeling, propensity score matching, conducting power analysis for clustered evaluations and, fluency with a statistical software package desired.
  • Strong data analysis, English report writing, and presentation skills.
  • Able to effectively manage activities in a multi-cultural environment.
  • At least five (5) years of supervisory experience
  • Fluency in English required.
  • Fluency in French and Swahili preferred.
  • Must be a citizen of Kenya, Uganda, or Rwanda.
  • Experience working with USAID is preferred.
  • Experience working in East Africa is desired.
