    Main purpose of job:

  • On 25 November 2015, the UK Chancellor announced a new cross-Whitehall Prosperity Fund with the primary aim of supporting growth in partner countries.
  • This came into effect on 1 April 2016. South Africa has been identified as a priority partner country for the Fund, and the Prime Minister announced around £50m of such programmes for South Africa during her bilateral meeting with South Africa’s President Ramaphosa in London in April 2018.
  • The Anti-Corruption programme is one of ten Prosperity Fund programmes operating or in development in South Africa.
  • It has a number of sub-programmes, the largest of which is designed to reform public procurement systems.
  • It is known as the Global Digital Marketplace Programme (GDMP), delivered globally by the UK’s Government Digital Service (GDS).
  • The programme’s objective is to transform the way government buys technology and digital services by opening the market up to small and medium-sized enterprise suppliers.
  • It is designed to support the South African Government’s procurement to become more transparent, accountable, and efficient by working in partnership with the South African Government at all levels, to deploy the GDMP platform, using local resources, global best practice and building capability at a local level .
  • We are advertising for a Regional Delivery Manager to lead this programme in Southern Africa, and ensure the wider components of the Anti-Corruption Prosperity Fund programme that are active in this region are appropriately monitored and coordinated with the GDMP programme.
  • These other components are smaller scale and more regional in nature, covering 1) the UN Office of Drugs and Crime (UNODC)’s delivery of a regional programme to support institutional implementation of the UN Convention Against Corruption (UNCAC); and 2) the Organisation for Economic Cooperation and Development (OECD)’s establishment of global online advice to public and private sector globally to fight corruption.
  • As role-holder you will work with the UK GDS team to define and design the Discovery and Delivery programme phases.
  • You will also work with multidisciplinary international teams to successfully deliver the scope of work, agreed between the regional teams and GDMP team in London.
  • It will be a challenging and rewarding role with regional travel.

    Roles and responsibilities:
  • The Regional Delivery Manager – Southern Africa, will be responsible for all local delivery of the GDMP, and of supporting components of the broader Anti-Corruption Programme. In practice this means:
  • GDMP Discovery phase design and management
  • Provision of digital procurement specialist advice and direction during the programme Discovery and Delivery design phase;
  • Regional Discovery phase leadership, resulting in provision of the regional findings and recommendations that will guide the next steps and stages of the programme.
  • Developing a strategy for regional GDMP roll-out, ensuring alignment with wider Anti-Corruption programme goals, the GDMP strategy, and regional economic integration dynamics
    GDMP Southern Africa region - delivery oversight
  • Working with the regional delivery teams to ensure that the agreed programme scope is delivered, on time and budget;
  • Making sure that the regional teams clearly understand the vision and goals;
  • Supporting the regional teams with identification and management of any key programme risks and issues; decisions making process;
  • Coaching the regional teams to apply most appropriate agile and lean tools and techniques for their environment to deliver the programme;
  • Working with the regional teams to support continuous improvement to programme delivery methodology and approach by running regular retrospectives/lessons learnt;
  • Core regional delivery team resourcing oversight;
  • Sharing best practices of digital service delivery and government transformation with the regional teams;
  • Interacting regularly with the regional
    delivery teams and being the first point of contact on all delivery matters;
  • Owning and communicating progress updates to UK programme leadership and key governance stakeholders;
  • Interacting regularly with FCO, NCA, DFID and other cross government stakeholders working on corruption issues in the Region;
  • Working closely with the other, in-region, PF Anti-Corruption programme strands (as mentioned, this is principally UNODC and OECD) to ensure coherence with the overall delivery.
  • Tracking and oversight of programme spend and forecast on a regular basis;
  • Regional budget reporting to the programme leadership, as required;
  • Regular reviews and management of key performance indicators (KPIs), by working with the regional teams and Business Analysts in the UK team;
  • Regional KPI reporting to the programme leadership on a regular basis
  • Oversight of c. £1m of programme activity in South Africa

    Essential qualifications, skills and experience
  • Bachelor or undergraduate level degree OR at least 3 years work experience in a related field of anti-corruption work and/or programme delivery
  • Experience of managing or advising large reform programmes, including agile delivery
  • Experience of KPI monitoring and evaluation
  • Experience of budget monitoring and reporting
  • Excellent communication and people skills
  • Excellent leadership skills
  • Fluent in English

    Desirable qualifications, skills and experience
  • A formal programme management qualification
    Understanding and experience of digital transformation in procurement
  • Understanding and experience of digital service delivery in government
  • Experience working in an international environment within the Southern Africa region, managing various levels of stakeholders

    Required competencies

  • Once you have successfully completed your probation the British High Commission will contribute 9% of your monthly salary to a Provident Fund.
