Job Description (Roles and Responsibilities)
  • The post holder will play a key role to develop the UKs work on social development related issues, with a focus on developing relationships and analysis to influence current and future programming. The ideal post holder will come with extensive experience of working with communities across Zambia, and therefore a deep understanding of the issues and opportunities, and a strong and credible base of experience to interact and influence a wide range of stakeholders including government, civil society and political actors.

  • We will be looking for someone who also brings high degree of technical knowledge and experience in some of our current implementation areas, namely social protection, nutrition, education, gender and inclusion.

  • The UK is a long-term partner of Zambia and our development programme places a high priority on poverty reduction, inclusion and, more recently, the development of opportunities for women and girls. We work across a range of human development, governance and economic development issues and are constantly adapting our programme to respond to needs and opportunities, with a focus on enabling local actors to drive change.

  • This new post aims to deepen our understanding and engagement with local actors, and built the UK’s capacity to drive key reforms on poverty reduction and inclusion in Zambia. The post-holder will be part of the British High Commission (Lusaka) Governance, Political and Human Development (GPHD) Team but will also provide support to work on Economic Development and Climate Change. The post-holder will be managed by a UK social development adviser, and will develop specific specialist lead areas depending on background and experience.

  • It is an exciting time to work on social development issues in FCDO Zambia. Our social cash transfers programme is our primary avenue to reach the poorest and most marginalized, including people with disabilities, through direct support. A new education programme has recently been contracted which focuses on improving access and quality of secondary education, with a focus on those living in rural poverty.

  • We will integrate poverty impact analysis across our bilateral portfolio, whilst we will depend on engagement with CMPs (e.g. Reducing Child Marriage, What Works to Prevent VAWG, Support to Women’s Rights Organisations) to address root causes of exclusion such as discriminatory social norms.

  • The GPHD team works closely with international institutions such as the UN, civil society, the media and political representatives. As a Social Development Adviser your role is to ensure the voice and experience of those living in poverty is central to our strategy and programmes


    In this role you will also be responsible for:
  • Analytical deep dives into social inclusion and equity agenda, enhancing multisectoral approaches to understand and address the wider social determinants of human development and inclusive growth.
  • Challenge and support implementing partners to understand/analyse, mainstream and monitor social development issues.
  • Support teams to use poverty and vulnerability analysis to inform programme design and monitor and evaluate desired results for the poor.
  • Lead engagement with civil society, increasing accountability between state, non-state actors and citizens, including the poorest and most marginalised.
  • Support programmes to mainstream gender equality, and inclusion, tackle root causes of inequalities and to deliver results for women and girls.
  • Co-lead the cross-office strategy work on gender equality, disability inclusion and safeguarding.
  • Support the UK Government’s efforts to influence the policy direction of the Government of Zambia on key social development issues, in collaboration with other development partners.
  • Contributing to an effective team working environment through corporate contributions.
  • Engage in different strategy work including the main shifts of the UK Strategy for Africa, business planning and reviews, inclusive growth diagnostics and country development diagnostics.

    Key Technical competencies for this role includes:

    Essential qualifications, skills and experience
  • A strong undergraduate degree
  • At least three (3) years of work experience in a relevant field with demonstrable experience of working closely with stakeholders and communities on social development issues
  • Excellent written and verbal English communication skills
  • Demonstrated ability to take initiative
  • Experience of working on social development programmes, particularly linked to human development sectors.
  • Excellent analytical skills coupled with the ability to explain complex technical issues to a non-expert audience.
  • Strong understanding of social development, poverty and vulnerability issues.
  • Experience in delivering policy objectives through influencing others.
  • Experience supporting gender, disability and safeguarding mainstreaming, including through influencing and building the capacity of others.
  • Ability to build strong, respectful and collaborative working relationships with stakeholders within and beyond the British High Commission

  • Working for a donor and as part of a multi-cultural team
  • Desirable qualifications, skills and experience
  • A Masters with at least 50% social development relevant competencies
  • Experience in programme management
  • Experience in local governance and decentralisation
