Job Description (Roles and Responsibilities) The Humanitarian and Human Development Team (HHDT) is focused on supporting the delivery of FCDO key priorities in humanitarian preparedness, health, girls’ education, social protection, gender and social inclusion.
Alongside a range of policy and influencing work the team also manage one of the largest development assistance portfolios in the mission across these areas.
The Policy Officer will be an integral part of the HHDT to help deliver on the broader commitments in education and social development. Your work will involve engaging with internal and external contacts, analysing data/trends and producing evidence-based narrative to inform influencing strategy, key decisions and programming.
The job holder will be able to develop a good understanding of the whole of HMG’s offer on humanitarian, social development, education and health in Uganda.
There will be plentiful opportunities to engage with other stakeholders, including government, private sector, development partners and diplomatic missions.
Some of our work is reactive – responding to changes in the context and emerging priorities – team members are expected to be agile and prepared to adapt their focus as needed.
In this role you will also be responsible for:
Researching and analysing data to inform and make recommendations to Advisers on various issues.
Engaging with the Government of Uganda and other stakeholders in education and social development to understand their priorities, challenges and opportunities for collaboration and reporting back to the relevant advisers.
Leading, developing and maintaining up to date briefing and communications materials through close collaboration with partners and with FCDO comms teams.
Developing and maintaining an up-to-date database of programme results through analysis of partner reports
and programme log frames
Leading on organising events, special projects, High Level Visits and field missions as well as lead / coordinate the response to ad hoc commissions, PQs, and supporting briefings
Participating in relevant sectoral development partners / working group meetings and events
Supporting and complementing the technical advisor role and be prepared to provide cover as necessary.
Be the first point of contact and lead / coordinate the response to ad hoc commissions, parliamentary questions and supporting briefings
Playing an active role in the wider High Commission through a corporate contribution, for example active membership of a committee
Working closely with the programme team to ensure deliverables are realistic and achievable.
Essential Qualifications, Skills and Experience
Experience working with the Government of Uganda and an understanding of the political system and how to influence change.
Experience working with donors and other stakeholders to direct collective effort.
Excellent written and oral communication
Desirable Qualifications, Skills and Experience
Knowledge of working in education and social development sectors.
Ability to develop expertise in education and social development to keep up to date with social, political and economic developments.
