Main purpose of job:To provide technical health advice to FCDO’s centrally managed and bilateral health programmes in South Sudan including the South Sudan Health Pooled Fund programme and it’s successor programme in its inception phase, and contribute to the wider work of the British Embassy in Juba (BEJ).
Roles and Responsibilities:Act as the lead Health Adviser in BEJ working on the Health Pooled Fund 3 (HPF3) programme providing technical advice on maternal, neonatal and child health (MNCH) service delivery at facility and community level, driving progress on endline outcome targets, and drawing out key learning as the programme nears closure (June 2024).
Lead in drafting of technical components of the HPF3 Programme Completion Report.
Capture lessons and findings from monitoring data, programmes evaluation (including the HPF3 evaluation due August 2023), research and field visits to inform changes to current and future programming.
Support the design and implementation of the successor programme including advice on prioritisation of MNCH interventions, improvement in quality of care, integration of health and nutrition, community health service delivery, supply chain, human resources for health, health financing and health information management.
Participate in external health fora and engage with key health partners to improve delivery of FCDO health programmes. This includes maintaining regular interaction with the Ministry of Health, management organisations of programmes, NGO implementing partners, civil society organisations and participating in key technical working groups and coordination fora.
Maintain regular contact with organisations implementing centrally managed programmes (CMPs) on health for FCDO as well as with FCDO colleagues leading these CMPs. Ensure complementarity between FCDOs centrally managed and bilateral health investments.
Engage with colleagues across the Embassy and with colleagues across FCDO’s Health Network including other country based Health Advisers to share experience and support collaboration.
Proactively contribute towards an effective team response to all corporate priorities and the development of a strong and supportive team culture, with respect for diversity, formalising this contribution
to the wider office in a corporate-focussed objective. Contributing to the thought leadership of the Embassy on health and other priority issues.
Resources managed:
Up to £175m Health Pooled Fund programme closing in 2023.
Up to £150m successor health programme starting in 2024.
Learning and development opportunities:
FCDO staff are required to develop their personal learning and development plan. Health Advisers are encouraged to apply to accreditation to the FCDO Health Cadre and to commit 10% of their time to supporting a one-off assignment in another country or thematic health area per year. It may be possible to travel as part of this but this is not a requirement. Health Advisers are also required to identify a Technical Quality Assurer from within the Health Cadre to mentor and support in their technical skills and knowledge.
Essential qualifications, skills and experience
Advanced operational knowledge and experience of delivering maternal, newborn and child health and sexual and reproductive health and rights services and programmes.
Experience of delivering basic health delivery programmes in fragile and conflict-affected states.
Robust understanding of the health sector, key stakeholders (including the Ministry of Health) and delivery of health services and health programmes in South Sudan.
Desirable qualifications, skills and experience
Experience of designing health service delivery and health system strengthening programming.
Operational knowledge of delivering gender equality and social inclusion programmes.
Clinical background.
