Project Description Breakthrough ACTION is a five-year cooperative agreement funded by the United States Agency for International Development (USAID) to lead their social behavior change (SBC) programming around the world.
Breakthrough ACTION is a partnership led by the Johns Hopkins Center for Communication Programs (CCP) in collaboration with Save the Children, ThinkPlace, ideas42, Camber Collective, International Center for Research on Women, and Viamo.
In Nigeria, Breakthrough ACTION (Breakthrough ACTION Nigeria) focuses its efforts on SBC for malaria; maternal, newborn, and child health, including nutrition (MNCHN); family planning/reproductive health; TB; priority zoonotic diseases; and the COVID-19 response.
In addition, Breakthrough ACTION supports the capacity strengthening of key stakeholders to design, implement, and evaluate SBC activities.
With recently awarded funding from USAID, BA-Nigeria is recruiting positions to lead and implement Risk Communication and Community Engagement (RCCE), Global Health Security Agenda (GHSA), and COVID-19 activities.
Summary
This position will be responsible for the overall coordination of the COVID and GHSA work plans at the Country and State levels.
S/he will work closely with the Deputy Project Directors and State Coordinators to ensure an integrated approach to program implementation.
Essential Duties and Responsibilities
Assist the Deputy Project Director with the development and implementation of COVID and GHSA risk communication activities at the national level;
Support the State coordinators and State consultants with the development, implementation, and documentation of COVID and GHSA risk communication activities at the State level;
Provide technical support to Risk Communication and Community Engagement (RCCE) stakeholders, coordination structures, and activities at national and sub-national levels including development and dissemination of strategies, guidelines, toolkits, communication materials, scripts and job aids, content management, and program data findings;
Collaborate with RCCE RMEL Technical Advisor and other program units, provide support to programmatic research processes such as desk reviews, gaps assessment, mapping, situation analysis and behavioral insights;
Coordinate with RCCE RMEL Technical Advisor and Partner Liaison Officer in design, synthesis, and use of COVID-19 polling results;
Lead capacity building on Social Behaviour Change and Risk Communication for diverse stakeholders;
Coordinates and prepares quarterly and annual reporting for Breakthrough ACTION COVID and GHSA activities;
Prepare, submit and disseminate quality activity reports, including field notes and success stories, to effectively capture lessons learned on the ground from the projects;
Represent Breakthrough ACTION Nigeria at Breakthrough ACTION Coordination meetings and similar partner forums as required;
Travel to project focal states is expected to be approximately 40% or more;
Perform
job duties/responsibilities in support of JHU-CCP’s Mission and Values, as appropriate;
Other duties as identified and assigned by the supervisor.
Supervisory Responsibilities
This position manages the BA-Nigeria states officers (RCCE) to support them with their work plan implementation and provides them with technical support.
Minimum Qualifications
Minimum of an advanced degree in Arts, Social Sciences, or Health Sciences.
Minimum of ten (10) years previous experience carrying out related tasks with donor-funded health projects is strongly preferred. Experience of working on a USAID or US-CDC-funded project is an advantage.
Previous experience of working for SBC/SBCC or health communication programs is an added advantage.
Programme management experience is required, with a demonstrated track record in planning and coordinating programs in consultation with government and other partners.
Experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation is required.
Experience in mentoring, coaching, facilitation, and training applying adult learning principles and practices.
Experience in providing administrative leadership and support to work teams.
Well-organized, with the ability to track multiple activities and deadlines.
Strong communication skills (written & spoken) in the English language and one or more Nigerian language(s) is required.
Proficiency with Microsoft Excel, Word, and PowerPoint, or similar software.
Ability to travel within Nigeria and work successfully within a cross-cultural, multi-sectoral, multi-project team-based environment.
