BRAC International (BI) is seeking application from competent, dynamic and self-motivated individuals to fill the following position:
Regional Head of Finance, AfricaThe role will give greater support to Country Offices’ Finance Functions across a number of Finance critical areas. Working closely with the Finance Team at the Head Office (including through dotted line responsibilities), and along with the Regional Director, and Deputy Regional Director, this role has both a Country-facing remit as well as a Regional Office remit.
Key to the role will be the support provided to both the Country Offices in ensuring strong financial management standards, ensuring policies are formulated, adhered to and any breach thoroughly investigated with the appropriate action taken and subsequent learnings. The role has broad oversight of Finance of the Regional Office, in close collaboration with direct reports.
Key Responsibilities:Country Office Financial ManagementAssist in the development and roll-out of Finance and Procurement Policies, ensuring compliance, and strong accountability mechanisms.
Assist in the design, and the run the roll-out of an annual budgeting process, linked to organisational planning, strategy and funding.
Implement a system of quarterly re-forecasts, ensuring driving deficits to zero, and where necessary support Country Offices to implement a core cost plan including redesign, reallocation, redistribution and reducing of budgets to ensure efficiency whilst implementing high quality programmes.
Support Country Offices in donor budgeting, ensuring adherence to financial model and cost recovery processes in collaboration with BI Budget Team
Support to Country Offices in Financial Reporting for donors
Seek approval for financial statements.
Support Country Offices to run annual external audit processes, ensuring management recommendations are followed-up.
Ensure strong policies and processes are in place for procurement in Country Offices and ensure system of asset management is in place and adhered to
Ensure approvals for Procurement and expenditure are done in line with Table of Decision Making.
Troubleshooting and support to Country Offices in finance management and policy
Regional Office Financial Management
Oversight of financial management of Regional Office including the development of a Regional Office budget
Ensure proper documentation in place and correct approvals for all procurement
processes, and requisitions.
Oversight of payroll for the Regional Office
Run the Annual External Audit process for the Regional Office and ensure any management actions are delivered.
Bank signatory on all accounts and bank authorisation approvals are in place.
Safeguarding:
Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Educational Requirements:
Postgraduate/ Masters in relevant subject - Accounting, Business Administration, Commerce or Finance.
A professional qualification such as CPA, ACCA or CIMA will be an added advantage.
Required Competencies
Leadership skills
Sound knowledge of accounting principles and procedures including IFRS and IASs.
Demonstrable experience with preparing financial statements, management accounting (costing, unit economics).
High levels of proficiency in Excel, Word and PowerPoint
Ability to present financial reports to both financial and non-financial staff.
Excellent experience in using ERP and Excel
Strong focus on controls and processes, financial forecast and high attention to detail
Ability to travel when required (expected at least 30%)
Appreciation of diversity and familiarity with multicultural environment.
Experience Requirements:
10+ years of experience in relevant field
Experience in managing large multi-year programme budget.
Experience in risk management, control design and implementation
Extensive knowledge and experience in the International and local donor funding environment, including financial reporting, trends and procedures.
Regular reporting and presentation of complex budget analysis to both financial and non-financial staff.
Experience in program budget development, cashflow forecast for entities in multiple countries and in several currencies.
