Becoming a Highly Successful Scholarship Winner!

I applied for a short course in Children Youth and Development in ISS - Netherlands last year and was granted admission. My challenge has been how to secure a fellowship/scholarship to enable me participate in the course. I applied for a fellowship at the Netherlands Embassy but was not successful. I have therefore applied for a deferred year as I source for potential fellowships. Please help me secure one and secondly how best I can make my application competitive to easily earn me an award.
