Asian Disaster Preparedness Center Geographic Information System and Geo Spatial Consultant Jobs in Ethiopia

Background:

ADPC, in partnership with the Ethiopian Disaster Risk Management Commission (EDRMC), is currently implementing a program, namely “Improving Coordination Capacity for Preparedness and Emergency Response in Ethiopia (ETCOR),” with funding and technical support from Bill & Melinda Gates Foundation.

The program aims to improve the institutional capacity of EDRMC and key sectoral ministries, including Agriculture and Health, by enhancing systems, capacity, and coordination mechanisms for preparedness and response, and improving information and knowledge management systems.

The program focuses on supporting the relevant Government institutions in the effective coordination of emergency relief, humanitarian coordination, emergency preparedness, and early recovery actions in Northern Ethiopia and other vulnerable regions where the respective sectoral stakeholders are involved. The medium to long-term focus will be on enhancing the inter-and intra-sectoral coordination capacity of the government system for overall preparedness and emergency response in Ethiopia.

Purpose and Objectives:

The program is seeking to recruit a qualified consultant as a Geographic Information System (GIS) and Geo Spatial Consultant, based in Addis Ababa, Ethiopia. The consultant is expected to provide technical assistance to the ICT Directorate in coordination with other Directorates. The key objectives of the position include:

Customization of Sharepoint from a spatial data management perspective.

Upgrading the EDRMC portal and updating it with documents from a spatial information management perspective.

Implementing an automated geospatial information system.

Providing technical assistance for harmonization and automation of ICT and information management systems of the Commission.

Note: It is not the intent of this TOR to cover every aspect of the position requirements but rather to highlight the most important areas of personal and joint responsibility.

Expected Outputs:

The consultant will be based at EDRMC (full-time) and will report to the Deputy Commissioner. Working closely with the ICT Directorate, staff, and coordinating with any other Directorates, the consultant will deliver the following outputs within the specified timeline:

Customized SharePoint with spatial-enabled systems.

Upgraded EDRMC web portal addressing design needs and requirements for spatial information management.

Implemented automated geospatial information management systems.

Reviewed ICT policy, updated SOP, and supported implementation of specific systems.

Provided technical resources and inputs for enhanced EDRMC’s ICT and automated data and information management systems.

Provided technical assistance for the implementation of Microsoft Office 365 at EDRMC.

Responsibilities and Tasks:

Linkage strengthening: Support and enhance the integration of information management, spatial-enabled systems, and ICT-related areas across EDRMC Directorates.

Technical assistance and harmonization: Provide technical assistance for the harmonization and automation of the information management system.

System assessment and recommendations: Assess the overall ICT and information management

system, identify challenges and gaps within the ICT sector and formulate feasible recommendations to address identified issues.

Reporting and progress updates: Deliver regular monthly updates on system improvement and prepare comprehensive quarterly reports on ICT and information management system implementation progress.

Other duties: Undertake additional duties and responsibilities as assigned by EDRMC/ADPC to achieve the overall objectives of the position.

Working Principles and Reporting Relationship:

Overall Supervision and Reporting:

In performing the duties and responsibilities indicated above, the consultant will be under the overall guidance and supervision of EDRMC, and work in close coordination with ADPC Program Manager based in Addis Ababa, Ethiopia. The consult will closely work with EDRMC’s staff, coordinate with the ICT Directorate and other Directorates of EDRMC, and the ADPC program team in Ethiopia.

Administrative Coordination and Liaison:

In performing above stated services, the consultant will liaise with the ADPC team based in Addis Ababa, Ethiopia, and all administrative reports and requests, including travel authorizations, timesheets, and related forms be counter-endorsed by the ADPC Program Manager based in Addis Ababa if charged to the project resources.

Qualifications:

Education:

Advanced university degree (Master’s degree or equivalent) in GIS and Remote Sensing, Management Information Systems (MIS), or related fields. Working experience in Ethiopia is essential.

Work Experience:

At least 10 years of proven experience in GIS and Remote Sensing, Spatial Database Management, Information Systems Management, and Communication Technology Management.

Experience in Disaster Risk Management Information System

Experience in SharePoint customization

Familiarity and at least 10 years of experience in working with government agencies.

Knowledge of the working ethics of national government agencies, international NGOs, national NGOs, private organizations, and international organizations would prove to be an added advantage.

Experience in automated information management systems in emergencies.

Experience in digital strategy formulations is an added advantage.

Experience in digital communication technology is desirable

Excellent English proficiency in oral and written communication is required. Verbal and written communication skills in Amharic are essential.

General Requirements:

Operate within all EDRMC and ADPC Guidelines and procedures/policies.
