Are these Scholarships totally free?

I Odo Chukwudi, do very kindly thank you for this your empowerment efforts but the problem is that considering the subsidized cost of the scholarship it behooves one to think that it is better to do same program in Nigeria at a cheaper rate for instance if I am asked to pay $2000 dollars it can immediately finish my masters and doctoral degrees respectively.
