Terms of Reference: Consultant to Conduct Health Economics Systemic Literature Review
The African Population and Health Research Center (APHRC) is an African-led and Africa- based international research institute committed to conducting high quality and policy- relevant multidisciplinary research.
Our researchers address important development issues and challenges facing sub-Saharan Africa in areas such as education, population, health, aging, urbanization and wellbeing.
Our goal is to generate evidence for meaningful action, engage with policy makers in the region to disseminate our research findings, influence policy decisions and improve the quality of life in Africa.
APHRC invites applications for a Consultant Researcher to conduct a literature review of economics valuation and modelling of health products launched in Africa. This assessment will be for a 3-months engagement period.
Background
This activity seeks to assemble the evidence base to assess past investments in product-related global health R&D (e.g. drugs, vaccines, biologics, diagnostics, vector control products, etc.), as well as to co-create and co-design the framework and measures by which the health of the investment ecosystem can be tracked.
The activity will highlight the health and economic impact of the last two decades of investment in global health R&D, particularly focusing on neglected and emerging infectious diseases.
As such, the project will build the foundation and tools for continuous evaluation allowing stakeholders across the entire global health R&D eco-system to better strategize and plan for their investments, as well as course correct towards achieving greater impact to improve the health of individuals and populations.
This activity will produce a series of deliverables and outputs, including:
An assessment of the options available for evaluating the success/impact of global health R&D investments, including the anticipated level of effort required to collect particular pieces of data or conduct certain analyses.
An estimation of each type of data/analysis and the level of confidence a funder might have in making certain assertions on their return on global health R&D investments.
A comprehensive overview of products approved for neglected and emerging infectious diseases since 1999, including key attributes and organizations involved in their development.
A mapping of the available evidence for each approved product against agreed indicators for research and health program outputs, and policy, health and economic outcomes.
An up-to-date database of the current R&D pipeline for neglected and emerging infectious diseases, including key attributes and organizations involved in development, mapped against consensus R&D priorities.
A report demonstrating the impact of the last two decades of investment in global health R&D, based on the collated evidence and global funding data.
A validated framework and methodology that could be used for demonstrating
the return on investment in global health R&D – including in areas not covered by this activity – and for ongoing monitoring of the health of the R&D ecosystem.
Consultants Roles and Responsibilities
The consultant will conduct a systematic literature review by undertaking a thorough desk research of all literature on health products launched in Africa from 2000.
The purpose of this review is to identify all academic papers and grey literature from key non-academic stakeholders published since 2000 that potentially contain evidence of health or economic impact across the set of approved products.
Provide a high-level summary of each paper’s findings. This will include both positive and negative findings.
Deliver a detailed summary focusing on findings in relation to health impact.
Conduct desk research of various extrapolation or modelling methodologies from individual impact estimates of valuation for different areas/products/disease that have been used in the past studies to identify best practice and strategies for this process of extrapolation.
Using representative sample of nations, diseases and product types, the consultant will extrapolate costs, health, and economic benefit for certain health products.
Provide input and research into other elements of the overall impact modelling – principally health impact extrapolation and flow-on economic impact.
Qualifications and Experience
PhD or Masters degree in Health Economics, Economics or related field.
Minimum 3 years of professional experience in economics analysis.
Knowledge of methods utilized in economic valuations of products.
Knowledge in economic modelling at micro and macro level.
Experience in conducting systematic literature review.
Excellent communication (written and spoken) and interpersonal skills.
Strong organizational and program management skills.
Ability to take initiative and work both independently and in teams.
