Job DescriptionANPPCAN-Ethiopia is a nonprofit child protection organization re-registered in the Agency of Civil Societies organizations with registration number 0385.

ANPPCAN-Ethiopia works in different regions of Ethiopia and we are currently seeking qualified candidates to fill the position of Monitoring, Evaluation, and Learning Specialists based in Addis Ababa, Ethiopia.
Position Description
The MEL Specialist will provide technical oversight for the M&E plan and learning agenda for the anticipated USAID funded project focusing on highly vulnerable children in Gondar town and Metema, Amhara region.
The Specialist will develop and oversee project monitoring, evaluation, research, learning, and reporting, including developing appropriate indicators, tracking against targets, assessing performance, conducting surveys and assessments, documenting lessons-learned, and producing timely, accurate, and complete reports.
The incumbent will develop efficient processes and systems for translating lessons-learned into practice for timely resolutions of implementation challenges and scaling-up effective child welfare interventions.
Accountabilities Responsible for overseeing and ensuring that program is well monitored and evaluated, with appropriate indicators of success, impact measurements, and communication of results to the donor, government, and partners.
Lead the project’s PMP development, indicators selection, data collection tools development, requirements identification, and joint supportive supervisions and other tasks as appropriate.
Participate in project assessments, evaluations, and design.
Integrate the overall learning agenda into the MEL plan with an emphasis on implementation research so that learning is incorporated into every aspect of child welfare programming.
Responsible for baseline assessments, benchmarking, and reviewing inception period findings for best practices and lessons learned.
Provide MEL technical leadership, lead capacity building efforts, and transfer M&E and learning technical capacity to project team.
Develop and/or coordinate performance monitoring plans that reflect work plans and their indicators including M&E system, QA/QI, surveillance, data analysis and data use as determined by the Program.
Manage MEL activities related to the performance of program, including M&E design; selection and measurement of appropriate indicators; development of appropriate MEL recording and reporting forms and mechanisms; data quality assurance processes and systems; database maintenance; appropriate data analysis; and appropriate documentation and dissemination of results.
Facilitate and ensure data is utilized for evidence-based decision making and planning.
Lead and participate in quality assurance and improvement exercises, including standards settings, regular measurement of performance according to those standards, and collaborative reviews
to assess quality.
Provide technical support on design of specific data collection tools (such as surveys, questionnaires), and appropriate sampling strategies.
Adapt and design comprehensive MEL guideline/s and render MEL specific technical trainings for ANPPCAN-Ethiopia technical staff and management.
Develop innovative data collection tools, including mobile-based tools.
Work with program team to analyze information supplied by field staff and develop timely feedback mechanisms to ensure information is available to program team where appropriate.
Coordinate regular monitoring visits to project sites and ensure the production of one consolidated report and agreed action plan for follow up response (inclusive of program, finance, grants).
Stay current and up to date on all aspects of program related initiatives and programming under health particularly HIV continuum of care, nutrition, livelihood and child safety.
Design innovate methods to promote a culture of learning through systematic analysis and reflection of program data.
In close collaboration with program team, lead the follow-up of needed corrective and preventive actions following audits, assessments and analysis.
Support project staff to implement their learning agenda (baseline, midterm, final evaluations).
Monitor data collection, collation, storage, analysis and reporting ensuring that data is audit worthy. Where problems exist support partners in the identification of solutions.
Perform other tasks assigned to him/her by ANPPCAN-Ethiopia.

Job Requirements
Minimum Requirements
BA/MA degree in economics, statistics, demography, Social Science or other relevant sub-specialty, with an emphasis on monitoring, evaluation, applied research, knowledge management, documentation, or related area.
Minimum of 4/6 of M&E experience developing data collection instruments, tracking performance against targets, conducting assessments and surveys, analyzing data collected, and using data for decision-making for MA/BA respectively.
Proven experience in Public Health including HIV/AIDS and Social Welfare Development programs.
Experience in the planning and facilitation of training
Experience developing and using Management Information Systems (MIS), including program technology, mobile-based monitoring systems and dashboards.
Experience with data management including the ability to structure and collate data sets for ease of analysis, and make predictions from multiple data sets.
Excellent communication skills;
Excellent oral and written comprehension skills
Good computer and typing skills, ability to use Word, Outlook, Excel and SPSS.
