ANPPCAN-Ethiopia works in different regions of Ethiopia and we is seeking qualified candidate for the position of HIV/AIDS and Health Specialist to be based at Gondar, Amhara region
Position Summary: The HIV/AIDS and Health Specialist is professional and expert in his/her field who leads the technical oversight and support for the HIV/AIDS and health related activities of the program, specifically HIV prevention, linkages to HIV testing, treatment and adherence including process for assessing HIV risk, comprehensive cross referral case management systems and tracking of referrals.
She/he provides evidence-based technical support; develops strategic approaches to learning and leveraging HIV/AIDS programs throughout the portfolio, within the OVC program, and in collaboration with PEPFAR clinical and community programs as applicable.
OVC program in meetings related to HIV/AIDS with the government stakeholders, partner organizations and different community structures when required, for coordination of HIV/Health related technical support activities, processes and partners.
Major Duties and Responsibilities The HIV/AIDS and Health Specialist serves as the OVC program’s HIV/AIDS and health point of contact and will be responsible for the program planning, policy, partnership/coordination, research, and monitoring and evaluation of HIV/AIDS related activities.
She/he provides high quality technical oversight and hands on assistance to project team, and ensures that appropriate strategies, guidelines, curricular, tools, procedures and technical support for promoting, assessing, testing, disclosing, linking to treatment, retention and adherence to treatment for HIV+ beneficiaries and linkage to ANC/PMTCT for HIV+ pregnant beneficiaries are implemented in accordance with acceptable quality, generate and use available evidence, and produce tangible results.
The incumbent will provide technical guidance to the project HIV/AIDS & Health officers and local implementing partners pertaining to the National Health Agenda and the 90/90/90 HIV/AIDS goals, and drive efforts for the project’s contribution to the goals. The incumbent will promote knowledge sharing on technical considerations and implementation approaches for the project to realize its contribution to the 90.90.90 goals (Test and Treat), host country requirements, and priorities.
She/he will further be leading on quality assurance and improvement efforts for HIV prevention, linkages to HIV testing, treatment and adherence and SRH/HIV integration within the OVC program across implementing partners in the respective regions.
Contribute to the analysis and synthesis of substantive trends, evaluation and research findings in the Regions/Program areas, in order to produce new, cutting edge technical knowledge on HIV/AIDS and Health intervention effectiveness.
Provide technical guidance and programmatic oversight to all implementing partners pertaining to HIV prevention, linkage to HIV Testing, HIV treatment, adherence, viral load monitoring, and cross referral case management systems within the program’s portfolio.
Ensure that implementing partners work harmoniously together with the Regional Health Bureau and other health sectors to achieve the program’s overall HIV/AIDS and Health related results.
Assess progress and barriers to achievement against program descriptions, implementation plans and work plans, recommend action for improvement or modifications to address problems, and document and highlight results.
Lead the technical outreach with implementing partners regarding required HIV/AIDS and Health activities monitoring and reporting; collecting, managing, and analyzing data; and data quality assurance.
Facilitate the placement of and manage “referral coordinators, “supervise other health staff hired by the OVC project, facilitate the layering of OVC activities on top
of clinical platforms and support any capacity building or cross training required by the OVC project or clinical staff.
Establish strategic working relationships and influence with other partners’ HIV/AIDS focal points that advance technical collaboration and leveraging between the OVC program and other HIV/AIDS related activities in addressing PEPFAR priorities, control the HIV/AIDS epidemic of OVC.
Meet with government stakeholder counterparts as necessary to coordinate assistance efforts and strengthen program collaboration and seek opportunities to leverage other donor assistance in support of the OVC program objectives.
Organize and participate substantively in meetings of other PEPFAR/USAID Ethiopia funded Programs to advance synergies in between them.
Oversee periodic supervision of support project staff as they carry out assigned tasks related to HIV/AIDS activities and official correspondence with the government officials.
Participate and represent OVC Program in HIV/AIDS and Health related meetings, as well as other relevant regional and national forums.
Collection and communication of up-to-date information on program environment, including the situation and needs of children and adolescents, children of key populations and families affected by HIV;
Repackaging information for communication to a variety of audiences that may benefit from or influence the program implementation;
Using program knowledge to contribute actively to project planning exercises.
Ensure coordination, linkages, engagement and learning with other USAID HIV/AIDS and key/vulnerable population focused programmers and projects in the project areas.
Supporting the regional HIV/AIDS & Health officers regularly and follow the program implementation progress and results; resolve issues/problems (if any) on a timely basis.
Undertake other responsibilities not outlined above which are appropriate for a role of this nature, including occasional support to other project areas as agreed with the supervisor.

Job Requirements
Education:
MA/BA degree in Public Health or similar fields.
Experience:
A minimum of ten 4/6 years of progressively responsible experience in public health programming for MA/BA respectively; at least 2 of which on HIV/AIDS-related work; and experience of PEPFAR/ USAID funded programs for HIV/AIDS programs is required.
Supervisory knowledge, skill and understanding of the National and Global Health Agenda, including an AIDS-free generation, the UNAIDS 90/90/90 goals, and its targets of Ending HIV by 2030.
Experience working with the Federal Ministry of Health and Treatment Partners (Regional Health Bureaus), CDC Treatment Technical Assistance partners (ICAP), the USAID Community Care and Treatment Partner (soon to be awarded), and key populations partners (USAID’s MULU-MARPS, the new MULU project, and CDC’s FGAE project), as well as a strong background in HIV prevention, testing, care and treatment – particularly pediatric care and treatment and Prevention of Mother to Child Transmission as an advantageous.
Demonstrated expertise in the substantive area of work and good understanding of the evidence-base National and Global HIV/AIDS programming.
Strong track record of HIV/AIDS programming, and proven ability to produce demonstrable technical and program results;
Abilities and skills
Strong communication, negotiation and presentation skills in English,
including good writing.
Strong technical support and program management skills.
Ability to represent the ANPPCAN-Ethiopia and with a wide range of audiences and to communicate with different stakeholders, including USAID, government, target communities etc.
