The Strategic Purchasing Africa Resource Center (SPARC) is a new resource hub aimed at strengthening
strategic purchasing capacity in Sub-Saharan Africa by connecting existing regional expertise and matching it
with country demand to make better use of resources for health.

Our vision is to empower countries with
knowledge and practical tools to make access to affordable and quality health care a reality for all.

SPARC is
creating a network of regional experts who can support the development of practical, home-grown solutions
that meet countries’ strategic purchasing needs.

SPARC is hosted by Amref Health Africa and benefits from the organization’s reach across sub-Saharan Africa.
This relationship supports SPARC’s commitment to developing strong partnerships across the continent and
building expertise in strategic purchasing and brokering support based on country demand.

Through these
partnerships, SPARC promotes evidence-informed policymaking that leads to better health spending and
facilitates learning and sharing of best practices in health purchasing.

SPARC’s approach – key pillars:

  • Coaching and mentoring: Build a cadre of regional experts who can work alongside and provide
    contextualized support to country-led strategic purchasing processes.
  • Country engagement: Broker tailored packages of strategic purchasing support to address country needs
    and demand.
  • Knowledge management and joint learning: Build a learning agenda on strategic purchasing and capture
    and share practical lessons and experiences.

    The Position

    Under the leadership of the Executive Director, the Program Coordinator for Francophone Africa (FA) will
    provide strategic management of SPARC’s programmatic pillars (coaching/mentoring program, country
    engagement, and knowledge management) and business operations in FA, as well as pilot the SPARC approach
    in Francophone countries.

    S/he will ensure the initial work plan for FA is coherently implemented and SPARC
    achieves its mission of becoming the “go-to” resource center for strategic purchasing in sub-Saharan Africa.

    The Program Coordinator will provide day to day management and oversight of program activities in FA and
    will be responsible for the development and execution of project deliverables, lead project planning,
    monitoring and budgeting.

    S/he will also advise on overall project strategy and design, contribute technical
    expertise to specific health system challenges, and oversee implementation of activities.

    S/he will be
    responsible for ensuring effective coordination with the Nairobi hub, other actors, monitoring and evaluation
    and quality assurance, representation and partnership development, proposal and resource development; and
    organizational learning. Principal responsibilities are delineated in the table below.

    Key Area Activities

    FA Program

    Coordination

  • Provide strategic management of SPARC’s programmatic pillars and business
    processes to ensure the work plan for FA is coherently implemented and results
    are achieved and disseminated.
  • Provide day to day oversight of Francophone operations, ensuring effective risk
    and quality management systems to meet operational outcomes, standards,
    regulatory compliance, contractual and funder’s requirements and financial
    targets.
  • Support the development of budgets and work plans for SPARC in FA and
    monitor progress against both programmatic and budgetary targets.
  • Provide input into the development of M&E and indicator tracking plans and lead
    internal evaluation
  • Develop methods for assessing SPARC strengths and identify areas for
    improvement.
  • Implement and manage changes and interventions to ensure SPARC goals are
    achieved.
  • Manage cross program/portfolio dependencies and synergies in support of
    increased productivity.
  • Produce accurate and timely reports and other key initiative deliverables.
  • Work with the HR team to manage staff and resources for SPARC activities.
  • Develop and/or refine project management systems to ensure thorough planning,
    budgeting, and implementation of program’s activities.
  • In conjunction with M&E team, assist in tracking indicators of deliverables in this
    portfolio.

    Collaboration

  • Establish and maintain partnerships with government teams, relevant institutions
    and program partners, especially in FA
  • Support oversight of contractors and partners responsible for assisting with
    implementation of SPARC activities in FA
  • Explore FA partners links in Anglophone countries and align these to SPARC’s
    mandate for potential synergies and collaborations

    Demand Generation & Business Development

  • Assist FA countries in framing country demand and prioritizing key topics that can
    then be addressed through SPARC platform
  • Spearhead proposal development to secure funding and business for SPARC.
  • Liaise with country stakeholders regarding SPARC packages of support and
    monitor feedback channels
  • Liaise with the marketing and communications team to increase awareness of
    SPARC and its programs.
  • Maintain ongoing communication with potential partners and other key
    stakeholders to identify and pursue growth opportunities, including
    opportunities for growing a strong pipeline of health experts in FA

    Donor Liaison

  • Serve as first point of contact with donors and streamline communications

    Key Area Activities

  • Liaise with donors to identify potential areas of donor support for SPARC
    activities in FA and to create partnerships that foster effective use of skills and
    resources.

    Required Qualifications

    SPARC is a small team with an ambitious work plan and works in a fast-paced, results-driven environment.

    The
    ideal candidate is highly-motivated, a fast learner, resourceful, flexible, independent, energetic, with excellent
    communications skills, cultural sensitivity and experience working with senior leaders.

    Required Qualifications and Competencies
    Minimum Education


  • Advanced degree in public health, Health Economics, Social Sciences or other relevant field.

    Experience

  • At least 7 years’ experience providing program support to similar initiatives or in a health-related setting.

    Competencies

  • Strong international development and program/project management background in FA; knowledge of
    UHC, health financing and/or health economics a bonus
  • In-depth knowledge and understanding of the complexities and nuances of designing and carrying out
    health programs in FA
  • Demonstrated leadership skills and expertise in the management of health programs
  • Strong verbal and written communication skills
  • Strong interpersonal skills and experience working with cross cultural teams
  • Strong knowledge of and experience in monitoring and evaluation
  • Excellent analytical skills, as well as the ability to express facts and ideas in a clear, convincing and
    organized manner
  • Ability to set priorities and handle multiple competing time and resource demands, highly organized
  • Proficiency in Microsoft Office products at expert level
  • Willing to travel within the region and across the African continent
  • Fluent in speaking, reading and writing in French and English.
