USAID/Washington awarded the Koota Injena Cooperative Agreement to Amref Health Africa,
Inc.). in partnership with Food for the Hungry (FH). The three year project from October 1, 2017
until September 30, 2020 will be implemented in two counties in the pastoral communities of
Kenya.

The goal of the project is to implement and provide evidence on the effectiveness of
engaging clans and clan leaders as levers of bringing attitudinal and norm change towards the
abandonment of Child, Early and Forced Marriage (CEFM) and Female Genital Mutilation/Cutting
(FGM/C).

The project aims to work with communities to re-define the value of the girl among the
clan members of the Samburu, Borana, Rendille and Gabra communities in Kenya’s Samburu and
Marsabit Counties.

The Senior Technical Advisor for Positive Youth Development will play a critical role in implementation of key objectives of the project in the two counties.

Main Purpose of Job

  • Under the supervision of the Senior Technical Advisor – Child Early and Forced Marriage (CEFM)
    and Female Genital Mutilation and Cutting (FGM/C) and in collaboration with other team members,
    the CEFM Advisor will provide technical leadership and guidance to the project in design and
    implementation for CEFM in accordance with the project objectives while adhering to the donor
    (USAID) and Amref Health Africa regulations and requirements.
  • The CEFM Advisor will develop CEFM relevant approaches/strategies, guidelines, tools, and learning agendas, and in the documentation and dissemination of best practices and lessons learned.
  • He/she will capacity build
    the Koota Injena team and community youth and clan champions on key skills on CEFM.
    Reporting Relationships (Supervisor and Reportees – draw organogram)

    Principal Responsibilities

  • Lead the CEFM design, planning, implementation
    and management of both counties project activities.
  • Provide overall technical guidance in the design of CEFM strategies and activities ascertaining they
    are technically sound and appropriate.
  • Provide overall quality assurance on
    implementation of CEFM activities including
    capacity building and training support to Koota
    Injena team.
  • Assist the project team in developing the annual
    work plan.
  • Provide technical support to project team to
    establish and strengthen Area Advisory Councils
    (AACs), the structures that assist in child rescue
    and protection from FGM/C, CEFM and other
    violations while coordinating children services.
  • Assist project staff in establishing and maintaining relationships with children serving government agencies at county and national level.
  • Assist project staff in establishing and maintaining relationships with children serving non
    governmental agencies to strengthen the project’s
    collaborations and leveraging efforts.
  • Represent Amref Health Africa at relevant donor
    and professional workshops and meetings
  • Participate in select regional organizational
    learning forums, such as communities of practice
    and technical working groups.
  • Stay abreast of global best practices in quality
    standards and innovations relevant to CEFM
    programming including strategies and guidelines,
    and ensure timely circulation of
    related materials to
    project staff.
  • Documentation and Research
  • Collaborate with the Senior Technical Advisor for
    Child, Early and Forced Marriage (CEFM) and
    Female Genital Mutilation/Cutting (FGM/C), and
    project team to develop technical internal and
    external publications based on project

    Key Area Activity Extent of Discretion(full, partial
    or none)achievements such as briefs, abstracts and
    concept notes.


  • Assist project team to document CEFM success
    stories by analyzing collected success stories and
    pictures from the implementation sites and
    supporting to improve quality.
  • Work closely with STA for CEFM and FGM/C, STA
    for Positive Youth Development (PYD), County
    Coordinators and Amref Health Africa communications department to develop materials
    showcasing the project’s CEFM activities and
    achievements.
  • Capacity Building  Train and mentor the project county team on CEFM
    technics including child protection laws.
  • Develop CEFM training of trainer’s tools and
    guidelines.
  • Design the CEFM capacity building materials for
    youth champions and clan champions.
  • Use government relevant guidelines to design
    project relevant training materials and monitoring
    tools for Area Advisory Councils.

    Monitoring and Evaluation

  • Participate in strengthening the existing M&E
    systems for the project at the County level
  • Work closely with M&E Specialist and project team
    in development of CEFM specific monitoring tools,
    in quality data collection, analysis and
    dissemination.
  • Use CEFM obtained data and information for
    learning and decision making to improve in
    implementation and performance.
  • Mentor and follow-up with county implementation
    teams to ensure successful implementation of
    project CEFM activities.
  • Assist project team to compile progress reports on monthly, quarterly and annual basis in compliance
    with USAID and Amref Health Africa requirements.
  • Participate in project review meetings with Project teams, Amref USA and, in donor specific meetings when requested.
  • Any Other Tasks (E.g. Files Computers, Printers, Safe, Modem, Vehicle Etc)

    Required Qualifications

    Minimum Education

  • Bachelor Degree in Social Sciences, Public Health, Community Health or its equivalent
  • Masters in Social Science, Public Health, Community Health or its equivalent will be an
    added advantage

    Experience

  • At least five years relevant work experience in community health programming/development preferably in Child Protection, or abandonment of FGM/C and
    CEFM programming.
  • Experience in a technical specialist or advisor role is a plus

    Skills and Competencies

  • Demonstrated experience in project planning, technical assistance and implementation
  • Demonstrated experience in strategy development, writing performance reports and project
    documentation (such as success stories, technical briefs, brochures, newsletter articles)
  • Demonstrated experience in monitoring and evaluation (M&E)
  • Demonstrated experience working in a consortium
  • Demonstrated understanding of child protection and rights services
  • Ability to work effectively as a team member
  • Ability to work independently with minimum supervision
  • Ability to work in a multi-cultural environment with high level of respect to project target
    communities
  • Ability to work under pressure while managing multiple priorities and meet short and long
    term deadlines
  • Excellent communications skills; written and verbal
  • Excellent analytical and organizational skills
  • Excellent critical and creative thinking skills
  • Strong computer skills (MS Word, Excel, Outlook and Power Point).
