BackgroundThe Alliance of Mayors and Municipal Leaders’ Initiative for Community Action on Health and HIV at the
Local Level (AMICAALL) is a continental Association of Urban Local Authorities, Mayors and other Urban
Leaders committed to support sustainable solutions to local urban health challenges. Under the auspices
of UNAIDS and UNDP, the urban leaders signed the “Abidjan Declaration of Commitment” forming
AMICAALL Africa during the International Conference on AIDS and Sexually Transmitted Diseases in
Africa (ICASA) in 1997 in Abidjan, Cote d’Ivoire.
The Africa regional office was established in Windhoek,
Namibia to build capacity and coordinate/facilitate formation of AMICAALL Country Chapters across the
continent.
Job Summary
This is a Strategic Management level position in the AMICAALL Uganda organizational structure.
The Institutional Development Manager guides and ensures the institutional functionality, by supporting governance and management structures.
S/He ensures that AMICAALL Uganda has functional policies,
systems, procedures and guidelines to deliver on the strategic goals and is compliant, effective and
efficient.
S/he advises and supports Management to ensure that AMICAALL Uganda Strategic Plan and
the programme are aligned to global, regional and national strategic frameworks so as to ensure relevance, value addition and sustainability.
Tasks and responsibilities
Technical roles
Coordinate the review of AMICAALL Uganda policies, procedures and guidelines to ensure
alignment to the constitution, the strategic plan and mandate of AMICAALL
Provide technical backstopping and advise in program design and implementation to ensure
attainment of intended results
Provide technical guidance in various areas of management of the secretariat
Support development and submission of quality reports in strict compliance with requirements
and deadlines
Finance and resource mobilization
Coordinate resources mobilization activities including development of funding proposals,
fundraising activities, social enterprise innovations to ensure financial sustainability of AMICAALL Uganda
In collaboration with other relevant Managers and Coordinators, coordinate prioritization and
planning processes of the programme
Take lead in the review of and implementation of the AMICAALL Uganda Resource mobilization
strategy and annual resource mobilization plan
Support the development of AMICAALL Uganda Programme Sustainability plan
Contribute towards prioritization, development and review of annual plans and budgets
Partnership development
Support in identifying, nurturing and maintaining cordial networking and partnership relations
with existing and potential partners for
the benefit of the programme
In collaboration with the Country Director, represent AMICAALL Uganda on key global, regional
and national level strategic forums/platforms for purposes of influencing policies/ plans and
enhancing the visibility of AMICAALL Uganda in particular and urban issues in general.
Leadership and Governance
Support in coordinating and convening statutory meetings (Board and AGM), minute taking and
follow up of recommendations and resolutions
Take lead in the governance and institutional capacity development interventions targeting
member urban authorities, secretariat and Board
Other roles
Perform any other tasks and responsibilities as assigned by the Country Director
Person Specifications
The Institutional Development Manager should possess;
Master’s Degree in social sciences, humanities, management or development studies, human rights, or other relevant disciplines. Post-graduate qualifications and additional training in areas of governance, systems strengthening, policy development and analysis, resource mobilization
etc will be an added advantage
Minimum of Seven years’ working experience with CSOs or Local Governments in a senior
management position
Excellent knowledge of institutional development and governance and accountability dynamics
especially among Civil Society Organizations and Local Governments
Demonstrable knowledge, experience and success stories in resource mobilization and donor
engagement/relations with specific reputable donors
Excellent interpersonal communication, negotiation and other team and people management
skills
Ability to manage busy/heavy workload and work with minimal supervision
Excellent writing, facilitation and analytical skills
