Position Summary: Under the direction of the American International Health Alliance (AIHA)
HIV/AIDS Twinning Center DREAMS Monitoring & Evaluation (M&E) Officer, the Data Officer will lead
the data continuous quality improvement component of AIHA’s PEPFAR‐funded activities on the
DREAMS (Determined, Resilient, Empowered, AIDS‐free, Mentored, and Safe) project. Playing a core
role in the project M&E team, s/he will work closely with all levels of the program staff, AIHA Kenya
staff, headquarters (HQ) staff, DREAMS partners, and donor staff.
Essential Job Roles and Responsibilities:
Ensure that AIHA/Kenya is compliant with all PEPFAR/OGAC reporting requirements for the
DREAMS project for MERS, DATIM, SIMS, special initiatives, etc.
Review, analyze, and compile monthly, quarterly, annual activity reports to comply with data
reporting standard operating procedures (SOP), PEPFAR and AIHA reporting requirements.
Ensure that data is received by Field Officers and partners and entered in the DREAMS
database monthly and DATIM quarterly. Provide quality control of the data entry and
supportive supervision through site visits and virtually by phone or email.
Review and update data SOPs and build staff capacity on reporting and data use to inform
project quality improvement.
Train staff and partners on reporting guidelines, surveys and other data collection tools for
the project.
Support the project team in SIMS and PEPFAR/OGAC site visit preparations.
Work with the HMIS officers to ensure proper data entry into the project database.
Design and maintain data collection systems, ensuring that necessary information is
collected, analyzed, and used to guide the different projects.
Conduct regular
reviews of program data to enable the team to identify whether targets are
being met and take immediate corrective actions.
Develop and implement a sustainable electronic data collection and storage system for the
various program activities.
Design and execute data quality audits using Data Quality Assessment tools and ensure
follow‐up is complete.
Education:
Bachelor’s Degree in Health Records and Information Management, Computer Science,
Public Health, Social science, Applied Mathematics, Statistics or related courses desired.
Data management and/or M &E training from a recognized Institution is an added
advantage.
A minimum of three years’ specific data management work experience in the health sector,
additional experience with M&E in regards to HIV/AIDS and/or youth programs an added
advantage.
Competencies Required
Familiarity with principles & current approaches to M&E using both quantitative and
qualitative methods
Demonstrated understanding of PEPFAR expectations and DATIM, MERS, SIMS and other
PEPFAR M&E reporting requirements
Ability to transfer knowledge to diverse audiences through on‐the‐job mentoring,
supportive supervision, and other methods
Able to work as member of multinational team and manage long‐distance relationships to
achieve results; team player
High level of English‐language proficiency (speaking, reading, writing)
Excellent analytic and computer (MS Office Suite & computer statistical) skills required
Flexible, able to deal with ambiguity and changes in designing and monitoring M&E systems
and standards
Self‐motivated and able to work without close supervision
Able to prioritize work, multi‐task and meet deadlines
Excellent organization and planning skills; detail oriented
