Position Title Program Coordinator, DREAMS

Reports to Technical Director, Kenya DREAMS Program
Position Summary: Under the direction of the American International Health Alliance (AIHA)
HIV/AIDS Twinning Center DREAMS Technical Director, the Program Coordinator (PC) will work closely
with the Bondo‐based Technical Director and other members of AIHA’s team and partners to manage
and oversee DREAMS project implementation in Siaya, Homa Bay and/or Migori counties (1 PC based
in each) in line with the set guidelines, intervention core elements and targets with respect to AIHA
polices and donor guidelines
Essential Roles and Responsibilities:
Oversee Field Officer staff performance to ensure effective results by mentorship and making
corrective adjustments; jointly planning, monitoring, and appraising job results while
supporting staff training in collaboration with partners.
Provide overall technical oversight for implementation of DREAMS Initiative in the assigned
county and lead the respective county program team in day to day activities, program
planning, budgeting process, implementation and reporting in consultation with AIHA’s
Technical Director and partner program leadership.
Implement the project to achieve its set objectives while providing overall strategic and
programmatic direction to the project, in close collaboration with the Technical Director.
Develop program strategies that are in line with DREAMS Initiative priorities and appropriately
based on community settings to achieve project targets in a timely manner (including
developing costed work plans and budgets jointly with partner Field Officers)
Ensure overall technical excellence/quality and provide guidance in the development and
dissemination of all project deliverables (technical assistance, technical reports, training
curricula) at the county level in accordance with AIHA, PEPFAR and partner requirements.
Working closely with the AIHA Technical Director and partner program leadership, provide
project updates, discuss strategies, obstacles, performance plans, and indicator success,
communicating project progress through both formal and informal meetings and preparing
required quarterly and annual reports and presentations.
Support in the development and implementation of a clear support supervision calendar and
lead county‐level Continuous Quality Improvement (CQI) meetings in close consultation with
the HMIS team to ensure that results and deliverables are of quality, on target and within
budget throughout the project period.
Work collaboratively with other project teams including Field Officers and lay workers (FMP
facilitators, Community Change Agents, MLRC Teachers and Mentors) to ensure the effective
monitoring,
evaluation and documentation of the project achievements.
Develop and maintain strong collaborative working relationships with County Directors
Ministries of Health, Education, Education Secretaries, County Education Directors, TSC County
Education Officers, National and County‐level Ministry bodies, other implementing partners,
local stakeholders and USG donor teams.
Support county‐level budgeting, forecasting, and financial management of programs and
working in collaboration with the finance and program team in consultation with the partner
program leadership to identify over or under spending trends, and if significant, report at
quarterly management meetings for appropriate action.
Conduct supportive supervision based on a supervision plan to ensure that results and
deliverables are on target and within budget.
Provide technical leadership in the review of project outcomes and utilization of project data
to prioritize interventions and for CQI.
Review monthly Field Officers work plans against the approved PQR for approval and monitor
implementation progress against monthly targets and submit applicable county level reports
(monthly, quarterly, annually) for review and approval for onward submission to senior
leadership and/or PEPFAR.
Perform any other duties as applicable to the job title.
Required Qualifications:
Higher education degree required, preferably in social and behavioral sciences, public health,
project management or any relevant to the position from a recognized university.
Minimum of 8 years of progressive project management experience in which at least 5 years
should be in managing comprehensive HIV and GBV prevention programs nationally.
Familiarity with PEPFAR and other international donor‐funded OVC and HIV programs.
Ability to transfer knowledge to diverse audiences through on‐the‐job mentoring, supportive
supervision, and other methods
Able to work as member of multinational team and manage long‐distance relationships to
achieve results; team player
Self‐motivated and able to work without close supervision
Ability to handle multiple tasks simultaneously in a fast‐paced environment, set priorities, and
work independently and in a team environment
Excellent organization and planning skills; detail oriented
Experience with U.S. Government donor compliance and reporting
Must be very dependable and detail‐oriented
Effective and diplomatic communicator at all levels
Willingness to work additional hours to meet tight deadlines as needed
High level of English‐language proficiency (speaking, reading, writing)
Must be willing to travel in‐country
