About the Position

Under the Supervision of the Protection Technical Lead , the Gender and Inclusion Manager will provide oversight and technical support to project implementation to ensure that gender and inclusion are critically paid attention to across the project locations.

This involves “the consideration of gender in all stages of program and policy planning, implementation and evaluation, with a view to incorporate the impacts of gender at all levels of decision making.”

He/she will provide overall leadership and management of the program through structured coordination with ALIGHT team members, partners, government and stakeholders. private and public sector stakeholders.

Key Duties & Responsibilities

Strategic Direction

  • Under the Supervision of the Protection Technical Lead and support from Head of Program, the GI Manager will assume overall responsibility for strategic Leadership of the programme including designing implementation plans, hiring staff, budget tracking and programme roll out in 5 settlements

  • Provide inputs to gender and inclusive annual work plan, monitor actions and draft quarterly and annual reports on gender and inclusion related activities

  • Design and implement capacity development initiatives in relation to gender and social inclusion in which the principles of equal opportunities is implemented.

  • Draft thematic briefing papers on gender and social inclusion to keep stakeholders informed.

  • Set up and coordinate the program steering bodies (program steering committee, etc.).
    Organize regular partner meetings to monitor program progress and recommend corrective actions to resolve issues if necessary.

  • Ensure the development and implementation of a program advocacy strategy to advance key issues that reflect project priorities and learnings with government, donors and other stakeholders.

  • With Support from Head of Program and Protection Technical lead, take Lead the program's public engagement activities, including program launch, press releases, documenting successes and disseminating feedback

  • Support ALIGHT Country Gender, Diversity and Social Inclusion Strategy Implementation Program

    Program Management

  • Provide technical guidance in relation to, gender and inclusion in the implementation of the work-plan and quality of activities, share relevant information and direction to improve quality and ensure timely implementation of activities.

  • Lead program planning and implementation to achieve key results, outputs and targets, overseeing all aspects (programmatic, financial, administrative, personnel management) to ensure they meet timelines, scope and the budget.

  • Ensure that women and other excluded group meaningful participation in project activities. Ensure the collection of desegregated data for project reporting.

  • Work closely with consortium partners to ensure complementary and collaborative integrated planning and implementation.

  • Work with program leads to build their understanding and ability to apply sector specific approaches to deliver more gender equitable and safe programming by conducting gender analysis of program activities.

  • Ensure program resources are used efficiently, effectively, and transparently to achieve desired results.

  • Ensure that the program meets ALIGHT minimum program management standards and funder requirements; Guide the team for high quality implementation that are in line with national and global strategies and recognized good practices.

  • Supervise and guide the M&E (Monitoring, Evaluation, team of the program in carrying out a gender and power analysis; develop innovative quality and program monitoring tools and conduct quality monitoring through participatory methodologies that promote gender equality, diversity and social inclusion.

  • Manage the program budget and perform financial forecasting to inform cost-effective and on-budget programming. Develop and oversee systems to monitor monthly expenses.

  • In collaboration with finance staff, prepare annual budgets based on donor-approved program contracts and ensure compliance with donor requirements.

  • Coordinate the development of program standard operating procedures, manuals and policies, and other compliance guidelines.

  • Support efforts to build capacity of implementing partners to deliver gender equitable and safe and inclusive programs.

  • Oversee program security to ensure the safety and security of all team members
    and participants.

    Program Monitoring, Evaluation and Reporting

  • Undertake regular field monitoring visits to assess progress and identify any gaps relating to ensuring gender and inclusion are integrated into the project accordingly.

  • Work closely with MEAL in the collection of project data, assessments and ensure that tools and approaches used are gender responsive and inclusive.

  • Oversee the design and implementation of Monitoring, Evaluation, and procedures that prioritize gender-disaggregated data, participatory and inclusive approaches.

  • Produce reports to demonstrate impact, progress against action plans and inform ongoing and future program design.

  • Plan and conduct quarterly and annual program and review meetings to assess progress, adjust plans and capture/disseminate lessons learned.

  • Plan and conduct mid-term and final program evaluations.

  • Coordinate the production of donor reports and ensure the submission of complete and high-quality reports, as well as the timely submission and approval of financial and narrative reports.

    Requirements

  • Master’s Degree in Education, Health, Social work, Development Studies, Community Psychology, or related field with relevant training in project planning and management, child protection or gender.

  • A minimum of 7 years’ of mid-to senior level management experience in developing, implementing and evaluating protection, livelihood, and/or implementation of community based activities with a focus on adolescent girls and young women.

  • Experience in Gender programming and mainstreaming

  • Training in results-based management and monitoring, evaluation and reporting

  • Comprehensive knowledge of case management, linkages, integration of multiple programmes and activities across the continuum of care.

  • Detailed knowledge of community-based services, structures, national policies, and programs.

  • Experience building budgets and facilitating work planning

  • Qualitative and quantitative data collection and analysis skills preferred

  • Sensitivity of cultural differences and understanding of the political and ethical issues surrounding gender

  • Experience in stakeholder engagement with government, donors, civil society at senior levels of authority

  • Proven ability to represent and influence policy direction and

  • Proven skills, knowledge and experience in program management, as well as community empowerment and community systems strengthening.

  • High level of attention to detail, ability to multi-task and work well under pressure in a culturally sensitive environment.

  • Willingness to travel throughout communities and work in a participatory manner with a variety of populations.

  • Good listener, open-minded, non-judgmental, and sensitive to the needs and situation of GBV survivors and able to respect the survivors’ right to confidentiality.

  • Demonstrated interpersonal and written communication skills

  • Excellent partnership skills and the ability to interact effectively with donors, collaborating agencies, and local partners demonstrated through close work experience with international partners.

  • Ability as a trainer and capacity to transfer knowledge through formal and informal training.

  • Personal qualities include flexibility, persistence, and ability to work well with people and cross-cultural skills

  • Ability to work with external agencies, such as schools, churches, police, health facilities, community social services, and OVC service providers.

  • Works well with others and steers collaboration and teamwork

  • Works well in the refugee contexts and is comfortable in a multi-cultural environment, flexible and able to handle pressure well.

  • Demonstratable ability to engage and build excellent working relationships with local partner organizations, create synergies while implementing the project.
