About us The Aga Khan Foundation (AKF) is an Agency of the Aga Khan Development Network (AKDN), a group of private, non-denominational development agencies that share a mission to improve the living conditions and opportunities for marginalized communities across some target countries in Africa and Asia. AKF was established by His Highness the Aga Khan in Switzerland in 1967 and AKF work in East Africa started in 1974. In Uganda, AKF operates a multi-sectoral portfolio that includes programming in Education, Economic Inclusion, Civil Society, Health and Early Childhood Development predominantly in the Central and West Nile Regions.
Project Background:
AKF and World University Service of Canada (WUSC), in partnership with Global Affairs Canada, will be implementing a four-year project to increase the agency and self-empowerment of adolescent girls and female youth in Moyo and Obongi. The Adolescent Girls’ Education in Crisis Initiative (AGENCI) will impact the lives of 148,000 adolescent girls and female youth aged 10-24 by promoting improved equitable learning outcomes in primary and secondary schools including non-school learning programmes. AGENCI will respond to specific barriers and educational needs identified by adolescent girls, female youth, community members, and other education stakeholders to address the root causes of inequality and support transform of structurally entrenched social norms, attitudes, and power relations that limit girls’ ability to access and benefit from education. AGENCI will implement evidence-based programming and incubate locally driven solutions and innovations working in partnership with schools, communities, government and civil society organisations (CSOs). Working with MERL Coordinator and partner M&E Officer, the M&E Assistant will perform the following specific roles:
Key Duties and Responsibilities
Support Programme staff and MERL Coordinator in the monitoring and evaluation of the AGENCI programme in Moyo and Obongi districts in West Nile, Uganda.
Work with AGENCI Programme Manager and MERL Coordinator to develop an M&E framework, M&E system and tools
Participate in design, implementation and support analysis of the baseline data and other ongoing surveys.
Support analysis of programme quality, results and sustainability in relation to agreed indicators and targets, as well as achievement against the 4 I’s: Impact, Influence, Institutional Development, and Innovation.
Work with programme teams and MERL Coordinator to ensure accurate and timely data collection, data maintenance and analysis.
Support programme teams to ensure that M&E data and analysis are used to improve program quality and inform programmatic decisions.
Be part of facilitating regular M&E Reviews for both implementing partners and other stakeholders
Support capacity-building of staff on M&E practices and data collection.
Ensure communication with country and regional levels on the documentation and dissemination of programme results and key lessons learned.
Support programme manager and the MERL Coordinator to develop a system for documenting and sharing information and learning at programme and country levels.
Undertake regular visits to the field, as required, to support implementation of M&E and to identify where adaptations might be needed.
Work with
the MERL Coordinator and Programme Manager to ensure project monitoring arrangements comply with project funding agreements and, in particular, the provisions of funding agreements are fully observed in the design of the project M&E.
In collaboration with MERL Coordinator and programme management, ensure M&E frameworks are gender inclusive
Provide support to external partners, such as strengthening civil society programme partners, to review, assess and improve their M&E systems, procedures and practices to ensure the effective and efficient tracking of results.
Partner with programme and MERL Coordinator to integrate, develop, and leverage learning processes that meet programme needs across.
Work with programme manager and MERL Coordinator to develop and identify results dissemination modalities and audiences.
Work with the MERL Coordinator and programme teams to review existing approaches and management information systems and agree on any required changes, support and resources, in consultation with programme staff and partners.
Provide support to plan, organize and participate in external supervision and evaluation missions.
Foster participatory planning and monitoring by training and involving project beneficiaries and staff in the M&E of activities.
In collaboration with the MERL Coordinator, organise and provide refresher training in M&E to programme staff and implementing partners and primary beneficiaries.
Required Skills & Experience:
Minimum of a Bachelor’s degree in Development studies, statistics, economics or related field
3-5 years field experience in monitoring and evaluation of development projects especially youth projects
Experience managing database management information system
Ability to work independently, strategically, lead and work within a team
Demonstrated knowledge and capacity to design and implement quantitative and qualitative surveys and studies for the purpose of programme management
Excellent verbal and written communication and report writing skills is required
Strong computer and analytical skills, along with experience managing complex data sets, using different analysis tools
Strong report writing skills
Willingness to be based in the field, travelling to remote locations is a must
Ability to communicate clearly and effectively with diverse audiences in English.
Knowledge of the local language is an added advantage
