Job DescriptionAgriconsulting Europe SA (AESA) will recruit two short-term experts:
AESA is a renowned international consulting company based in Brussels and provides a wide range of services in the Agriculture and Rural Development Sector.
The company was awarded the contract to provide a technical assistance team (TAT) to support the implementation of the EU-funded €15 million 4-year projects 'Health of Ethiopian Animal for Rural Development (HEARD).
The TAT started work in August 2020 and is responsible for supporting the Project Coordination Unit in monitoring and coordinating project activities and providing advice and assistance.
The project is implemented by five grantees: The International Livestock Research Institute (ILRI) with the Ethiopian Association (EVA); the Livestock Bureau of Amhara, Oromia and Somali NRS; and the Minister of Agriculture (MoA). AESA is the lead for the implementing consortium, which includes three additional organisations, namely, VSF Suisse, VSF Belgium and the State Food and Veterinary Services of the Republic of Lithuania, for this EU-HEARD technical assistance contract.
Purpose of consultancyIt intends to assess and identify the integration gaps among national animal health researchers, policymakers and implementers and design a strategy to strengthen the linkage and use the opportunity for the more effective and efficient use of research resources and the improved impact of research on livestock production, productivity, and poverty reduction.
Similarly, the research NKE is expected to transfer knowledge and skills to the Ministry of Agriculture and selected regional staff members.As part of the process, the MoA has requested the assistance of a non-key expert from the HEARD project (the expert) who will provide advice and assistance throughout the process.
Specific workDevelop and submit inception report including the methodology, contents, activity plan and deliverables
Conduct situational analysis on the existing Veterinary Research, which includes national & regional research strategy(ies), implementation, outputs, coordination and integration with the extension system, decision making and identify gaps.
Design a clear strategy to avoid the identified gaps and strengthen the integration between veterinary research, animal health extension and decision making, and use the opportunity for more effective and efficient use of research outputs to improve the contribution and impact of research on livestock production, productivity, and poverty reduction.
Produce a training manual for improvement of knowledge and skill on Veterinary Research & Governance for relevant government employees.
Organize validation workshop as agreed with the Team Leader.
Provide ToT training for selected experts on Veterinary Research and Governance.
Provide regular progress reports to the Team Leader.
Ensure delivery of a comprehensive Veterinary Research Strategic document along with the final report.
Deliverables
Inception report including the methodology, contents, activity plan and deliverables (with in 7 days of the contract signed).
Veterinary research and animal health extension integration and alignment strategy.
Training manual for improvement of knowledge and skill on veterinary research & governance
Organizational relationships
The experts will consult closely with a designated advisor to the state minister, 'the advisor', animal health and veterinary public health lead executive and HEARD C3 MoA project coordinator.
The TAT will closely work with and coordinate a team of experts assigned by the state minister from the animal health sector (epidemiology, disease prevention & control, vet public health etc., as required) for this assignment and assist them in delivering the required documents at the
agreed time and quality.
The Ministry will follow up and facilitate the process as per the plan.
Location
The experts will be based at the Ministry of Agriculture Office, Addis Ababa, and may be required to travel to regions to consult with the livestock bureaus, animal health departments, animal health institute, veterinary laboratories, animal health research institutes, woreda animal health offices and other stakeholders (partners, private practitioners and affiliated institutions) as necessary.
Monitoring and evaluation
The MOA Project Coordination Unit will evaluate the deliverables of the expert and forwards to the state minister’s office for further evaluation and approval.
The reports and recommendations will be assessed against the requirements as given in these terms of reference. Training manuals and provision will be assessed based on contents, participants' feedbacks, and the relevance of course notes.
In addition, the skill transferred to the trainees through the hands-on training will be assessed on practical basis, as required.
Job Requirements
Qualifications
A Doctor of Veterinary Medicine (DVM) degree from a recognized University, and a postgraduate degree in veterinary medicine, epidemiology, veterinary public health, veterinary research and extension or a similar discipline.
Additional training related to publications and expertise in animal health Research, Extension, policies, strategy development, training materials and veterinary governance studies.
General professional experience
Minimum of 10 years of senior professional experience in veterinary research and/or extension services of which at least 5 years in research related institutions or Universities
A demonstrated experience in public veterinary service
A practical experience in assisting governments in developing practical, logical and effective regulations and policies, research in the area of animal health
Proven experience in motivating and leading expert teams, providing training in animal health policies, strategies, etc
Experience of the eastern African region's or other foreign countries’ animal health situation will be additional assets
An approved similar or related experience in the animal health policy areas strategy development, livestock disease economics assessment, disease impact assessment, etc
Good knowledge of the English language
High level of skill in the preparation of reports, experience with a multidisciplinary team of experts
Excellent organizational, planning and communication skills
Knowledge of veterinary governance and animal health policy.
Specific professional experience
Hands-on experience in animal health management and working with dairy cattle.
A demonstrated experience in developing a similar document and providing ToT training in a similar field.
A practical experience in assisting governments in developing practical, logical and effective animal health policies and strategies in the area of animal health, dairy development etc.
Proven experience in designing and developing animal health-related documents, research proposals and outputs, strategies, roadmaps, projects, programs, etc.
Proven experience in conducting similar surveys, studies, situation and impact assessment and analysis in the animal health sector will be beneficial.
