Job DescriptionAESA is a renowned international consultancy company based in Brussels and which provides a wide range of services in the Agriculture and Rural Development Sector.
The company was awarded the contract to provide a technical assistance team (TAT) to support implementation of the EU-funded €15 million 4-year project ‘Health of Ethiopian Animal for Rural Development’ (HEARD).
The TAT started work in August 2020 and is responsible for supporting the Project Coordination Unit in monitoring and coordination of project activities and providing advice and assistance.
The project is implemented by 5 grantees: International Livestock Research Institute with the Ethiopian Veterinary Association; the Livestock Bureau of Amhara, Oromia and Somali NRS; and the State Ministry for Livestock Resources (SMLR). AESA is the lead for the implementing consortium which includes three additional organizations namely VSF Suisse, VSF Belgium and the State Food and Veterinary Services of the Republic of Lithuania for this EU-HEARD technical assistance contract.
Major activities:
Hold participatory consultations with stakeholders to identify current M&E systems and determine future requirements
Design / taylor and commission a suitable computer-based monitoring and evaluation system (M&E system) to enable the HEARD MoA Project Coordination Unit (PCU) to monitor and evaluate all technical and financial activities of the 5 HEARD grantees.
Develop and present a training of trainers programme to
create awareness of the new M$E system.
The experts will be short term and work full time.
The duty station will be Addis Ababa with visits to Amhara, Oromia and Somali NRS as required/possible. The fee rates will be negotiable
Job Requirements
Education
University degree in economics, statistics, sociology or similar relevant field.
Relevant post-graduate studies and/or specific training in data / information / knowledge management, M&E systems, quality assurance, etc.
Work Experience
Minimum of 5 years of professional experience in developing and implementing M&E systems for development projects.
Preference will be given to candidates with at least 3 years working with M&E in development projects in Eastern or Southern Africa;
Proven experience in the design, establishment and management of project M&E systems.
Proven experience in use of databases for the purposes of M&E
Necessary skills
Familiar with existing free, open source M&E applications
Proven experience of providing training in M&E and use of M&E findings
Demonstrated ability to work in multi-cultural and multi-disciplinary team of experts;
Good knowledge of the English language;
High level of skill in preparation of reports
Excellent organisational, planning and communication skills;
Excellent oral and written communication skills
