Job DescriptionAESA is a renowned international consultancy company based in Brussels and which provides a wide range of services in the Agriculture and Rural Development Sector.
The company was awarded the contract to provide a technical assistance team (TAT) to support implementation of the EU-funded €15 million 4-year project ‘Health of Ethiopian Animal for Rural Development’ (HEARD).
The TAT started work in August 2020 and is responsible for supporting the Project Coordination Unit in monitoring and coordination of project activities and providing advice and assistance.
The project is implemented by 5 grantees: International Livestock Research Institute with the Ethiopian Veterinary Association; the Livestock Bureau of Amhara, Oromia and Somali NRS; and the State Ministry for Livestock Resources (SMLR).
AESA is the lead for the implementing consortium which includes three additional organizations namely VSF Suisse, VSF Belgium and the State Food and Veterinary Services of the Republic of Lithuania for this EU-HEARD technical assistance contract.
Major Activities:
Update and expand capabilities of the two national animal disease surveillance system (NADSS) database management systems as required by the Director, Epidemiology Directorate including linking with the Livestock Identification and Traceability System (LITS), abattoirs, livestock quarantine stations and the Veterinary Laboratory Information Management System. Pilot links with selected private sector players.
If required, serve as short term administrator of the LITS database management system
The experts will be short term and work full time.
The duty station will
be Addis Ababa with visits to Amhara, Oromia and Somali NRS as required/possible. The fee rates will be negotiable
Job Requirements
Education'
Training in programming for on-line databases and in use of ODK or similar for templates to capture data on smartphones.
A university degree or specialized diploma in computer sciences or related program
Work Experience
Minimum of 5 years of senior professional experience development of database management systems. Experience in Ethiopia, and particularly of the NADSS database management systems will be an additional asset.
Proven and successful experience in use of (i) MsSQL with C# and MVC4, and (ii) Open data kit (ODK).
Proven and successful experience in developing on-line database management systems.
Proven and successful experience in developing systems for capture, validation and reporting of data using smartphones.
Proven and successful experience in tailoring data analysis and reporting functions to needs of the client
Necessary skills
Demonstrated ability to work in multi-cultural and multi-disciplinary team of experts;
Good knowledge of the English language;
High level of skill in preparation of reports;
Excellent organisational, planning and communication skills
Excellent oral and written communication skills
