Age Limit for Scholarship Awards

I am 41 years old and desparately in need of a scholarship to pursue further studies, preferably a Masters or PhD. Whenever I apply for one, am barred by age limit which normally is set at 40 and below. What is the way forward? I hold a master's degree in Public Sector Management from Zimbabwe, Bachelor of Arts and Postgraduate Diploma in Education from Kenya. Currently am working for the Govt of Kenya. Please advice. If there is any istitution interested in my profile, I am willing to work with them while I pursue my studies.
