Purpose of Job The African Union Commission (AUC) has secured funding from the European Union for the implementation of the Global Framework for Climate Services (GFCS) through the Intra-ACP Climate Services and Related Application (ClimSA) programme.
The programme addresses the issue of climate information throughout the entire supply chain of climate services covering generation and provision of climate services, access to information, user interface platforms, and capacity enhancement of critical players including, but not limited to, Regional Economic
Communities (RECs), the National Meteorological and Hydrological Services (NMHSs) of Member States, and Regional Climate Centres (RCCs).
It aims to enable Member States to develop and incorporate science-based climate information and prediction into development planning and decision-making at all levels, and to better manage risks of climate variability and change, Furthermore, it enhances policy and decision-making at continental, regional, national, community, and individual levels.
Main Functions
Under the line supervision of the AUC (ClimSA/GFCS Project Coordinator) and that of the local supervision of the ECCAS Commission, the Coordinator will head the project unit in ECCAS and be responsible for the day-to-day management and implementation as well as the coherence of its actions with the policies and strategic orientations of the Economic Community of the Central African States (ECCAS).
S/he will provide technical supervision of the Project Team in the region.
The Coordinator ensures effective generation of weather and climate products and services in accordance with the needs of the ECCAS region following technical requirements and standards of the World Meteorological Organisation (WMO).
The Coordinator will establish and ensure effective functioning of Sectoral User Interface Platforms (UIPs), Regional Climate Services Information Systems (CSIS), Climate Data Management Systems (CDMS), infrastructure and others.
S/he will also provide technical support and methodologies to National Meteorological and Hydrological Services (NMHSs) of the ECCAS Member States.
The Coordinator will maintain effective working relations with relevant focal points based at the ECCAS Secretariat in Libreville, Gabon particularly in sectors of agriculture, disaster risk management, forest, health, and water and also establish partnerships with other regional institutions working in these sectors.
The Coordinator will ensure that the ECCAS Regional Climate Centre (CAPC-AC) gets certified by WMO as a Regional Climate Centre.
Specific Responsibilities
Engage in initiation, development, management and maintenance of relations with internal and external Partners
Lead the development and implementation of strategies to engage with AUDA-NEPAD partners in the region and internationally as stated by the organization’s Statutes and rules of Procedures;
Ensure the development and management of effective partnership aimed at supporting the regional structures such as the Regional Economic Communities and other regional mechanisms;
Ensure that the relationship with partners remains one in which Africans lead their own processes of change and development;
Lead and manage forums established to engage with partners, as delegated by and in consultation with the Steering Committee, the HSGOC and the AUC for the benefit of the continent and its structures;
Ensure that relations with partners leads to concrete support of African initiatives based on the Agenda 2063;
Lead and manage the relations with multilateral organizations such as the UN, World Bank, IMF, WTO, etc, thus providing a single platform for engagement with these agencies
Provide strategic thoughts and leadership on behalf of African Union to support the coordination of the relations with continental
strategic partners, through creation of a single platform for engagement
Provide oversight and leadership to the administration of the AUDA-NEPAD; lead and provide strategic direction to the AUDA-NEPAD administration including financial matters and human resources management;
Lead and direct the provision of effective financial management systems and organizational accountability in accordance with the African Union Financial Rules and Regulations, the
African Union Staff Regulations and Rules and the African Union Procurement Manual
Academic Requirements and Relevant Experience
The candidate is required to have at least an Advanced / Postgraduate Degree or University Master's Degree in Economics, International Cooperation, Engineering, Development Studies or related / equivalent disciplines with at least fifteen (15) years of progressively responsible relevant experience, with minimum ten (10) years at managerial level and 5 years supervisory level
Extensive experience and proven record in the stated areas of experience may be accepted in lieu of an advanced University Degree/Masters, eg in international and regional finance Institutions, finance ministries or other development and finance related institutions;
Qualification(s) in advanced executive development programmes or related qualification (shall be an advantage)
The candidates is required to have at least fifteen (15) years of appropriate experience in leading and managing comparable public sector institutions or similar organizations regionally and or Internationally (Experience as an accounting/controlling officer Is an added advantage);
Proven track record in conducting and leading business in highly politicized environments; travel both internationally and nationally
