The African Field Epidemiology Network (AFENET) is a not for profit, networking alliance and service organization that brings together field epidemiology training programs (FETPs) across Africa working side by side with Ministries of Health, regional and international partners.
AFENET works to strengthen epidemiology and disease surveillance capabilities of African countries that are critical to meeting the requirements of the lntegrated Disease Surveillance and Response (IDSR) strategy and the international Health Regulations (IHR).

Position: Senior Laboratory Technologist/ Senior Lab Manager-Peripheral Lab Supervision

Job summary:
The Job will provide technical support supervision to peripheral laboratories; liaise with various stakeholders to ensure supervision of the routine patient diagnosis and treatment; handle customer complaints in line with stipulated standards; establish processes needed for Quality management systems and maintain quality results among others..
Roles and Responsibilities: Coordinate with Laboratory managers, Regional Laboratory Focal Persons, District Laboratory Focal Persons(DlFPs) and Hub coordinators to ensure supervision of the routine patient diagnosis and treatment at hubs, Gene Xpert sites, public and private testing sites
Work with implementing partners (lPs) to ensure that health facilities adhere to the testing algorithm/Standards
Supervise equipment maintenance to ensure optimal equipment performance
Ensuring timely resolution of customer complaints as per the EID/ Viral Load standards
Analyzing field quality indicators trends tor EID and Viral load Laboratories to inform the program on how efficient the EID and Viral Load Laboratories are working
Ensuring that processes needed for Quality management systems are established, implemented and maintained according to standards ln the hubs and Gene Xpert sites including public and private testing sites
Support testing sites to aevetop oranaara upetunng and other quality
documents
Supervise the safety of laboratory personnel, patients, staff and the public enforcement of procedures for handling hazardous materials; maintain a well-organized and hygienic lab environment that promotes lab safety practices at hubs, Gene Xpert, Public and Private testing sites
Supervise the medical laboratory supply chain system at the peripheral labs by checking stock to determine inventory level, anticipating needed supplies and expediting orders for supplies
Supervise laboratory productivity by monitoring workload of functional areas, identifying peak and slack periods; advising operational or staffing adiustrnents at the hubs, Gene Xpert sites, public and private testing sites.
Maintain quality results by participating in the hospital quality assurance program; consulting with pathologists; performing proficiency surveys; reviewing quality control and quality assurance programs; making adjustments in policy and procedures; generating reports; maintaining records.
Support the medical laboratory information system by identifying information needs and problems; recommending improvements; establishing priorities; testing; writing user manuals; training employees; maintaining security and confidentiality.
Implement new programs, tests, methods, instrumentation, and procedures by investigating alternatives; preparing proposals and monitoring progress in the hubs, Gene Xpert sites, public and private testing sites
Resolve problems by consulting with pathologists, other laboratory managers, technical coordinators, laboratory directors, physicians, nurses, and other health care professionals; attending committee meetings in the hubs, Gene Xpert sites, public and private testing sites.
Educational Requirements
Diploma/Bachelor's degree in Medical Laboratory Science, Additional training in Management, Logistics or Administrations At least 3 years hands on experience as a Laboratory Manager tor both public and private laboratories is desirable
Essential Skills
Should demonstrate practical experience in management and supervision of multiple laboratories
Should have hands on experience in key current testing technologies and basic machine maintenance and trouble shooting skills.
Should demonstrate experience and knowledge of the operation of the hub system and the laboratory network In Uganda
Should have undergone National TOT trainings, supervision, mentoring and coaching for key HlV Laboratory testing programs /EMTCT Viral Load, EID and TB
