Job DescriptionBackground:
AECOM International development is implementing the USAID Lowland Water Sanitation and Hygiene (Lowland WASH) Activity with objective of increasing access to improved drinking water supply sources and sanitation facilities on a sustainable basis; promoting widespread adoption of key hygiene behaviors; improving efficiency and sustainability of food production from irrigated and rain-fed agricultural systems; and advancing water resource governance and data management.
The Activity targets Somali, Afar and SNNPR (lowland areas) regions of Ethiopia with populations vulnerable to drought and climate change.
Overall Responsibilities:
The Sanitation and Hygiene Specialist will be responsible for providing technical and professional support to the Sanitation and Hygiene Component of the Activity, including technical, communications, report writing, stakeholder and client engagement.
The position holder will regularly engage with the IRC and CARE (subcontractors to AECOM IDEV) to make sure the planned activities under the Sanitation and Hygiene component is implemented as per the national policies, standards, guidelines and best practices.
The Sanitation and Hygiene Specialist is also responsible to document and share best practices and lessons learned within the organization, stakeholders and its partners.
Update and organize hygiene and sanitation promotion materials, standard training manuals, guidelines for relevant government partners, communities and project staff;
Support synthesis of lessons learnt, documentation and dissemination of best practices at national and regional level;
Organize and facilitate trainings and other capacity building activities related to CLTSH and sanitation marketing;
Work with relevant government and non- government partners to establish appropriate and alternative hygiene and sanitation models, and document and share challenges and success;
Represent the Activity at national and regional hygiene and sanitation related development partner discussion forums, workshops and seminars, and TWGs including FMoH Sanitation Marketing Technical Working Groups and
National Hygiene and Environmental Health Task force led by Hygiene and Environmental Health Directorate;
Provide technical support to Lowland WASH regional team in assessment/studies, planning, design, implementation and reporting of sanitation and hygiene activities including MHM pilot in South Omo, and sanitation marketing in three target regions;
Undertake regular supportive field monitoring of sanitation and hygiene activities to ascertain progress against benchmarks, utilization of resources and make timely recommendations for follow up by regional teams, and to provide interface with implementing partners and governmental stakeholders;
Coordinate with other technical staff of the Activity to ensure a common approach, synergy and sharing of Sanitation and Hygiene component related information;
Ensure that sanitation and hygiene promotion activities are implemented through approaches and methods promoting local capacities and sustainable behavioral change;
Develop effective and feasible communication strategy and business model to pilot Menstrual Hygiene Management (MHM) at target schools in South Omo, SNNPR through a potential grantee;
Coordinate with the Gender Specialist, M&E Specialist, and Operations Manager to ensure that sanitation and hygiene activities are properly monitored and implemented.

Job Requirements
Qualifications, Skills, and Experience:
Bachelor’s degree in Public Health, Environmental Health or other related discipline;
At least 10 years of experience working in sanitation and hygiene projects/programs in Ethiopia;
Knowledge of Ethiopian Environmental, Health and Sanitation policies, legislation and regulatory framework required;
Familiarity working with existing national and regional institutional sanitation and hygiene frameworks;
Experience in behavior change communication, and knowledge and experience implementing CLTSH in Ethiopia required;
Experience in implementing CLTSH in lowland areas of Ethiopia, and activities in MHM and sanitation marketing is an added advantage;
Relevant experience working with INGOs or/and NGOs is a plus; and,
Manages time effectively; monitors performance against deadlines and milestones
