Job Purpose:
The Emergency Director leads the Emergency Management Unit (EMU) in the development, review and implementation and management of ADRA’s emergency strategy in relation to the Comprehensive Refugee Response Framework (CRRF) and ReHope, observance of humanitarian standards (including Do No Harm, CHS, SPHERE, etc) and ADRA emergency policies, guidelines/protocols, disaster response and preparedness strategy
Key Duties and Responsibilities:
Chairs the Emergency Management Unit (EMU) and provides regular reports to the Country Director & ADCOM on the work accomplishedLeads the planning, implementation, monitoring and reporting of the emergency strategic planLeads the development, revision and communication of emergency policies, guidelines and protocolsLeads the planning, monitoring and reporting of the unit operational plan
Coordinates the development and monitoring of the emergency projectsSupervises the development and implementation of the emergency preparedness strategy (NEMP, training of volunteers, prepositioning)Lead ADRA’s response and coordination in mega-disasters by organizing and developing response strategies, deploying ERTs and supporting the development of ADRA network proposalsActively participates in the promotion of ADRA work in emergency and the fundraising for emergency responses by ensuring that regular Sitreps, photos and human-interest stories are regularly communicated to the relevant officesLeads the establishment of learning and knowledge management approaches that support coordination and disaster preparednessRepresents ADRA at relevant forums and meetings with partners (such as government agencies, donor offices, academic institutions, other development organizations)Develop relationships with potential donors such as ECHO, OCHA, UNHCR, WFP, OFDA, JICA, USAID, etc., with the objective of seeking more funding and opportunities of interventions
Supervises the material acquisitions for emergency projects, ensuring that it is done in compliance with ADRA’s Procurement PolicySupervises and assists the project managers with the
negotiation of partnerships with technical organizations ready to collaborate with ADRA in case of a disaster (WASH, health, shelter, etc)Monitor staff compliance with security and safety planMonitor projects on a regular basis and monitoring reports are shared with project managers and the Country Director.
Areas for improvement will be considered and followed-upTake primary responsibility for the development and quality control of emergency/humanitarian proposals
Work with the Finance Director to monitor project actual expenditure against what is budgetedEnsure donor progress and financial reports are submitted according to the submission schedule
Provide strategic leadership and develop a long-term vision for ADRA’s Humanitarian ProgramOther duties as assigned by the Country Director
Required Experience and Qualification
Master’s degree in emergency management, international development, business, economics or related field or equivalent combination of formal education/training and experience
Specialized courses in Emergency Management and Humanitarian ResponseExperience in the planning & implementation of emergency projects with thorough knowledge of controls & compliance.
Minimum 7 years of professional experience working with international NGOs, multilateral or private sector institution in emergency management
Significant cross-cultural experience and Second language desirable
Demonstrated leadership skills and ability to deal with multiple tasks simultaneously
Demonstrated ability to communicate effectively both verbally and in writing and respond to sensitive issues using tact and diplomacyAnalytical with excellent negotiation and problem-solving skills
Demonstrated ability to review a variety of reports and to formulate appropriate actions
Proficiency with the Microsoft Office Suite and must have the ability to travel on a short notice
Candidate must be a skilled strategic thinker and performance management is driven
