ActionAid Ethiopia is currently looking for a vibrant, energetic, ambitious, knowledgeable, experienced, highly capable and motivated professional to assume leadership in AAE’s Humanitarian Response work and strategic planning and management processes in line with ActionAid’s human rights-based approach and humanitarian signature.
The position also lead ActionAid Ethiopia in resource mobilization at national and international level representing the organization in key donor relationship platforms.

Position: Humanitarian Programme Manager
Reports to: Country Director
Duty base: Addis Ababa, with frequent in country travel
Salary: Negotiable based on the experience of the Successful candidate
Duration: One year, with possibility of extension based on performance and availability of Fund
Job Summary:
The Humanitarian Programme Manager will provide results-based strategic guidance, leadership and management to AA Ethiopia humanitarian programme, with specific emphasis on building AAE humanitarian portfolio, establishing AAE as a strong humanitarian response player and securing funds for humanitarian operations.
The HPM is responsible for identifying needs and resources and elaborating programmatic, operational and leadership recommendations for the emergency response in line with ActionAid national and global priorities.
The post holder will play a leading role in the effective scale up and management of AA emergency programmes to increase impact and enable positive change for children.
The HPM will also be expected to play a role and work in collaboration with the Fundraising team to support achieving the organisational strategy.
Key responsibilities Develop donor scoping in the humanitarian environment and pre-position AAE in the key platforms
Mobilize resource for AAE Humanitarian work
Develop an overall response strategy to ensure a coordinate and integrated approach and proposal development for multiple donors.
Develop a long-term vision and strategic planning to achieve significant impact from programmes and attain our Humanitarian Programme vision for Ethiopia, using a rights-based and results-based approach to work
Pre-position AAE in key strategic platforms and clusters
Build profile of the organization in Humanitarian work
Fund Raising for the Humanitarian Work
Design Humanitarian program in line with our Signatures
Ensure Humanitarian program quality with proper documentation
The post-holder will ensure that humanitarian programmes delivered are to the appropriate scale, scope, quality and accountability expected, and incorporate a Gender focus lens
Ensure up to date and quality documentation of hazard and conflict mapping linked with contingency and activity plans to reduce impact and increase capacity of AAE and partners to respond to the different crisis
Ensure timely programme/project development that reflects the scale of needs/crisis
Plan and manage human, logistic and financial resources in consultation and cooperation with relevant Support teams
Management of a broad spectrum of programmes, with a variety of competencies and skills required. Management tasks and problems are diverse and complex and involve a significant degree of risk (financial, security, brand, etc).
Assess/support to ensure that are robust systems in place in order to manage funding as part of the emergency response
Monitor humanitarian needs, trends and gaps in Ethiopia and design emergency intervention aligned with AAE strategy and scope of work
Ensure AA humanitarian signature is applied throughout all humanitarian programmes
Required Education
A university degree, preferably a master’s degree in Social Sciences, Development, Agriculture, Agricultural Economics or any other relevant field.
Required Experience and Competencies
10 years or more of strategic and project level experience in Humanitarian and Emergencies contexts which 3 years should be as a Humanitarian Manager in a similar organization.
Experience in Developing Humanitarian Response strategy, conducting needs assessment to propose programmatic, operational and leadership recommendations for the emergency response, and building organizational portfolio for Humanitarian response.
Experience of programme management across multiple locations
Experience of designing and managing multi-donor, multi-site programmes (including ECHO, DFID, WFP, UNHACR and others)
Knowledge and experience of emergency and development issues; deep understanding of causes of emergencies, emergency programming and links with policy
Alliance building and networking with ability to link with other players in the development arena and make ActionAid Ethiopia visible in the sector
Commitment to, thorough understanding of, and able to train staff in humanitarian and emergency programming, Humanitarian Standards including Core Humanitarian Standards
Experience of senior level representation
Experience in developing and negotiating successful partnerships with institutional donors
Ability to develop winning proposals
Excellent communication skills
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
Commitment to the aims and principles of ActionAid
Ability to work on own initiative and Ability to work under pressure, prioritization and working in strict timeframes
Ability to travel extensively, especially to remote areas.
