Background
ActionAid Uganda is in consortium with SEATINI, Uganda Debt Network and Water Governance Institute (WGI) applied for a grant from DFID.
The project ‘Domestic Resource Mobilization, Public Investment Management and Transparency programme (DRUM) will support Uganda’s sustainable exit from aid by delivering increased domestic revenues, more effective public investment management and more transparent and accountable government.
The project seeks to advocate for equitable, inclusive and accountable domestic resource mobilization policies and practices, strengthen citizens’ engagement in budget preparation and execution processes for quality public services and to promote Transparency and Accountability in the Petroleum and Mining Revenue Management in Uganda.

Person Specification
Qualifications:
Degree in Economics, Public Financial Management, Decentralized Public Finance Management or any other relevant field.
A post graduate qualification is an added advantage
Competencies:
Proven track record in high-level stakeholder engagements for policy influencing, building relationships with government institutions and/or CSOs in Uganda or beyond.
Strong leadership skills to empower, motivate and develop individuals and teams
Ability to lead on complex projects, including projects involving people from several areas of the organization
A proven track record in policy and advocacy work
Strong experience of developing accurate power analysis, advocacy strategies, and global models of change, including awareness of political sensitivities
Experience of campaigning in developing country contexts
In-depth knowledge of relevant institutions such as the World Bank, IMF and EC, their ways of working, their agendas, and how to influence them
Clear commitment to ActionAid’s mission for social justice, including demonstrable understanding, experience of, and commitment to supporting people’s struggles.
Strong organizational and personal management skills, with ability to prioritize work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through
Excellent oral and written communication skills including strong negotiation skills with diverse teams and stakeholders
Fundraising, donor reporting and budget management skills
Ability to gather and apply lessons learned and to communicate this learning effectively to influence others for action – both internal and external audiences.

Job Role
Role Overview:
The purpose of this role is to lead fiscal policy and advocacy components of ActionAid International Uganda’s work related to tax justice, budget advocacy, transparency and accountability.
S/he will provide policy analysis, research and advocacy to support AAU’s agenda on tax justice, with emphasis on issues related to the public finance management, budget advocacy, and transparency in extractive work.
S/he will work with the Manager Democratic Governance to provide policy analysis, research, strategic advice in support of all the project consortium members and lead implementation of advocacy strategies, especially in relation to budget advocacy, accountable governance and taxation agenda.

Lead AAU’s fiscal policy and advocacy strategy on the thematic areas of Tax justice, Extractive Industries transparency, Budget Advocacy and Public finance Management and contribute to the implementation of the Mobilizing
Key Result Areas
Areas of Responsibilities
Manage and Coordinate Domestic Resource Mobilisation, Public Investment Management and Transparency (DRUM) project implementation
Provide Leadership in the planning, implementation, monitoring and reporting on the performance of the project in accordance with the donor guidelines and procedure
Ensure that the project work plan and expenditure conform to the project budget and remains within agreed limits.
Coordinate AAU and national level inception/launch workshops to ensure that all are familiar with the project’s objectives, activities and compliance requirements.
Compile, manage and monitor a risk register for the project.
Compile and submit quarterly and annual program and financial variance reports to management and donors
Identify and develop links and partnerships between AAU and other actors for broader influence and engagement with the government, to promote policy making and implementation in line with the DRUM aspirations
Act as a Spokesperson for the project including engaging with media as agreed with the Manager Democratic Governance
With support from the Communication Officer and Manager Democratic Governance ensure the development of a communication strategy, tool kits and message synthesis for mobilization, and other communications assets for use in advocacy-focused events.
Develop advocacy and campaign messages on domestic revenue mobilization, transparency and budget advocacy in liaison with the communications officer.
Develop and periodically update the advocacy and campaigns risk matrix on domestic revenue mobilization, transparency and budget advocacy
Contribute to regular and frequent public commentary on media and social media spaces on key advocacy discourses.
Represent the organization in engagement with key regional stakeholders including transparency and accountability institutions and civil society networks to ensure support for the project as required.
Ensure the coordinated implementation of the communication plan in close cooperation with Communication Officer and the manager democratic governance ensuring that management, consortium members, donors and other stakeholders are kept informed of progress and key issues.
Prepare and share progress reports on Domestic Resource Mobilization, Public Investment Management and Transparency programme (DRUM) advocacy and campaigns activities.
Collect, compile and share baseline data on elections and good governance campaign in line with AAU M&E framework.
Organize, document and share outcomes from quarterly reviews and reflection project meetings.
Document and share advocacy and campaign results and learning in line with Communication strategy and other AAU/AAI related guidelines.
Coordinate research on Tax, Budget Advocacy and Public finance Management for policy influencing and shared learning
Contribute to shaping of AAU’s research, advocacy and campaigns priorities on Domestic Resource Mobilization, Public Investment Management and Transparency programme (DRUM).
Identify, review and share periodic updates on the trends of issues for advocacy and campaign’s on Domestic Resource Mobilization, Public Investment Management and Transparency programme (DRUM)
Scan and regularly update staff, partners and other CSOs on the emerging policy issues on Domestic Resource Mobilization, Public Investment Management and Transparency programme (DRUM) that need program attention.
Identify and establish relationships with credible research institutions for collaboration in research, and knowledge generation to inform policy, campaigns and advocacy work on Domestic Resource Mobilization, Public Investment Management and Transparency programme (DRUM)
Develop policy briefs, papers, and think pieces on relevant policy areas for policy influencing and to inform AAU/I and CSOs positions on advocacy and campaigns on Domestic Resource Mobilization, Public Investment Management and Transparency programme (DRUM) at all levels
