Role: Proposal Writing Consultant (Roster)

Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security.
Action Against Hunger- USA, an independent NGO, currently manages operations in 8 countries: Uganda, Somalia, Kenya, South Sudan, Ethiopia, Tanzania, Zambia and Haiti.
Action Against Hunger-USA has over $100 million in programs, and approximately 1,700 permanent staff based in New York City, Washington D.C, Nairobi, and country offices.
Additional growth is anticipated.
Overall Purpose of the assignmentThe regional grants unit leads on grants acquisition and management, supporting the Horn and East Africa region.
The aim of this consultancy is to support the regional grants unit in development and consolidation of various high quality grant proposals.
The incumbent will work with various internal stakeholders in the completion of assigned tasks, within a short turnaround time- Grants, Finance, technical advisors, MEAL and communication/advocacy teams.
The Consultant is Expected to: Based on donor requirements, support in the coordination and compilation of all aspects of proposal development.
Read background information as needed to support development and fleshing out key interventions and activities as part of the technical approach.
Write the application, following written and verbal direction, technical inputs, and feedback provided by reviewers.
Coordinate, monitor and/or support in the completion of all sub-components of proposal as per the agreed timeframe.
Ensure drafts are responsive to proposal requirements and submitted in appropriate templates and formats.
Help to develop and/or provide input to other sections of the application as needed (annexes such as staffing plan, institutional capacity, budget narrative, etc).
Ensure that Key staff (including partners) have a clear understanding of donor compliance requirements during proposal development.
Ensure the coherence and technical quality of the overall proposal package prior to submission.
Support in consolidation of multi-country proposals ensuring consistency and coherence.
Ensure proper archiving of proposal packages following submission.

Timeframe
2 to 4 weeks (based on proposal requirements).
Budget
The consultant will be paid a monthly fee (Calculated on daily basis), which they will propose in their application.
The consultant is responsible for personal insurance during the contract.
The consultant will also provide any necessary materials (including laptops) required to perform the consultancy.
Required Competencies
Essential
Bachelors or Master’s degree in International Development, Business Management, Project Management, development studies or Social Studies or related field.
Minimum of 5 years of relevant in country grant writing, business development, fundraising
Prior demonstrated experience developing, coordinating and writing proposals for a wide range of institutional donors and foundations.
Experience working with diverse donors i.e. EU, ECHO, GAC, SIDA, WFP, UNICEF, OCHA, UNDP, BMZ/GFFO, GIZ, USAID etc and an understanding of donor rules/regulations.
Demonstrated skills organizing teams to produce high-quality proposals on a tight deadline.
Excellent written and oral communication skills in English.
Excellent planning and organizing skills.
Ability to multitask, balancing and adapting to frequently changing priorities.
Flexibility to adapt to changes in the terms of reference.
Desirable
Technical knowledge in any of the Action Against Hunger key sectors – Nutrition, Health, Food security, livelihoods and resilience, WASH, Agricultural and food systems is a plus.
High proficiency in working with finance team to support development of a budget.
