Ref: VA 019/2019Organizational background:Action Contre la Faim (Action Against Hunger) has been conducting humanitarian programs in Somalia since May 1992.
Currently, AAH is conducting its humanitarian activities in Somalia focused on treating and preventing malnutrition, increasing access to clean water and appropriate sanitation, strengthening the food-security, livelihoods and thus boosting the resilience of communities in Somalia as well as emergency response via program bases in Somalia.
Responsibilities
AAH Somalia is looking for a Somali national to fill the position of Human Resources Coordinator.
The position will be based in Mogadishu-Somalia.
The incumbent reports hierarchically to the Country Director in Somalia and technically to the Global Human Resources, Learning & Development Department.
The HR Coordinator acts as a core business partner to the Country Director and Country Management Team, providing technical HR support, advisory and expertise.
The HR Coordinator’s core responsibilities will include but not limited to the following:
Establish and implement HR efforts that effectively communicate and support the Somalia office strategic vision.
Adapt and contextualize global organizational HR strategies, initiatives, programs and approaches to create a strong Employee Value Proposition at country level.
Contextualize, adapt and implement comprehensive compensation and benefits plans that are competitive and cost-effective for the Somalia Country office.
Provide overall leadership and guidance to the HR function in the Somalia country office to ensure efficient and quality HR service delivery to internal clients.
Provide ongoing performance management guidance to line managers (e.g., coaching, counseling, career development, disciplinary actions).
Work closely with management and employees to improve work relationships, provide guidance on interpersonal/interdepartmental conflict, and build morale, and increase productivity and retention.
Provide HR policy guidance and interpretation
Ensures HR input in proposal development processes and donor reporting
Develop Annual HR plans i.e. recruitment, training and leave plans
Develop contract terms for new hires, promotions and transfers.
Provide guidance and input on country level change management initiatives, restructuring processes workforce planning, and succession planning.
Provide guidance, support and advice to the Country Director and the Country Management Team on risk management, investigations and HR compliance.
Engage with the global HRLD department and other HR team in field offices to enhance joint learning, implementation of best practices and contribute to fostering a sense of pride, purpose and belonging amongst employees.
Champion Prevention of Harassment, Sexual Exploitation and Abuse (PHSEA) in the country office
Champion Gender Equity
and Diversity initiative and staff wellness programs in the country office.
Qualifications
Minimum of Bachelor degree or equivalent in HR, business, organizational behavior, organizational psychology or another related field.
Master degree preferred.
At least 5 years progressive HR experience, with 2 years in a senior supervisory role.
Previous working experience in with an international development or humanitarian organization preferred.
Professional HR certification from a reputable body such as IHRM, SHRM, CIPD or HRCI preferred.
Skills and Experience
Ability to think strategically assessing options and actions based on trends and conditions in the work environment, and the vision and values of the organization.
Demonstrated ability to serve as a successful participant on a management team that provides the countrywide leadership and direction.
Excellent interpersonal and coaching skills, demonstrated ability to lead and develop HR staff.
Ability to work cooperatively with internal clients and organizational stakeholders at all levels and from all disciplines
Seasoned knowledge and experience in Somali employment law, compensation and benefits, workforce planning, employee relations, safety, and training and development.
Excellent oral and written verbal communication skills
Willingness and ability to travel, both nationally and internationally.
Excellent computer skills in a Microsoft Windows environment.
Must include Excel and skills in HR database management and record keeping.
Ability to practice a high level of confidentiality.
Fluent written and spoken English and Somali.
Demonstrated ability to analyze complex and sensitive material and report on it cogently.
Genuine interest in and commitment to the humanitarian principles of Action Against Hunger.
Membership in a professional HR body is an added advantage.
