About the positionWe are looking for a highly qualified Consortium Coordinator to lead the implementation of the project on behalf of the Consortium of 4 NGOs (Action Against Hunger, Welthungerhilfe, Norwegian Refugee Council and PALM) and oversee the administration of the grant in line with EU procedures.

providing strategic leadership, program planning, management, performance, technical knowledge and oversight for all the stages of the project cycle.
Key activities in your role will include:
Project management of the EUTF consortium
Management and implementation of the project, with an emphasis on ensuring timely and high quality achievement of the project goal and objectives by the respective Consortium partners.
Ensuring that the Partners implement the project as stipulated in their proposals and as per the work plans presented and ensure that the spending rates of the project are commensurate with the project spending plans.
Develop partners’ project progress reporting and financial expenditure tools and train the partners on use of these.
Ensure harmonization of the activity implementation across partners and location
Ensure coordination with the respective technical lead for the different components of the project.
Ensure roll out and proper use of the tools developed for the different components
Ensuring that partners provide monthly output trackers and consolidate to provide monthly status updates on the Consortium's progress, challenges and planned mitigation measures.
Troubleshoot any challenges with project implementation in consultation with the partners and bring this to attention of the partners in a timely manner with the highest authority of the partner in country.
Lead and manage the Programme Management Unit (PMU) including finance and MEAL functions.
Seek advice from the Deputy Country Director on the program implementation methodology and approaches and keep the HOP and CD updated on the program progress
Encourage cross-learning and synergies with the other similar projects, in collaboration with the field managers.
Prepare monthly, quarterly and other financial report for the consortium and alert the CD of any financial issues that might be emerging.
Facilitate provision of training for project staff from members of consortium on relevant guidelines, regulations and procedures Train and oversee on implementation of EU reporting and financial guidelines to the consortium partners
Representation and Coordination of the EUTF consortium
Represent equally all consortium partners
Coordinates consortium partner support in finance, MEAL and Program sectors. He is responsible for project planning, monitoring and reporting but will utilize technical support from the PMU personnel
Accountable to Consortia Steering Committee, Initiate and facilitate Steering Committee meetings, drafting agendas to reflect priorities, challenges and opportunities for the Consortium
Chair the PMU meetings between partner representatives, technical advisors, MEAL and support functions.
Oversee development of the Consortium communication and advocacy and promote the use of Consortium-generated knowledge and learning;
Ensure external visibility of the consortium, with support from GIZ
Ensure proactive engagement, and facilitate formal meetings with key stakeholders including with the Government authorities, with support from GIZ
Ensure close coordination with other agencies and consortia who are implementing project activities in the same areas. Develop a close coordination with GIZ, the Government of Uganda, Office of the Prime Minister and EU delegation and other UN Agencies providing assistance in the same region.
Represent the Consortium in coordination mechanisms as needed Ensure timely and accurate programmatic and financial reporting to the donor, collating inputs from the Consortium partners.
Manage the Program Management Unit team
Ensure that all staff are provided with a full induction and are briefed on all relevant components of the project;
Ensure staff are aware of and operating by humanitarian principles and other codes of conduct;
Encourage compliance with the Charter and the fight against fraud, corruption and abuse of power; alert the Country Director in the event of fraud, corruption or abuse of power.
Define objectives, update staff job descriptions and facilitate regular performance appraisals with support of the HR team.
Requirements
You have a post-graduate degree in international relations, business administration, management, human rights, social sciences or related field.
You have a minimum of 5
years’ professional work experience in humanitarian/ development work including in displacement setting
You possess excellent strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound judgment and decisions.
You have excellent people skills including warmth and sensitivity, conversational, able to relate to and effectively communicate with people from different cultures and at various levels.
You have experience leading consortia consisting of local and international non-governmental agencies as well as proven capacity to start up and close out projects, and effectively manage staff and project funds.
You have high level financial management skills and are accustomed to steering an organizational budget.
You intuitively adapt how you communicate context analysis, strategy, policies & procedures to suit different audiences - both verbally & in writing.
You are diplomatic but tenacious.
You recognize that advocating for change & innovative programming requires building strong relationships with donors, local authorities & other partners, while retaining the space to speak confidently about Action Against Hunger’s programs & our knowledge of the humanitarian needs.
You are an astute negotiator,tactful speaker & expert listener, and know how to reach Win-Win outcomes.
