About the CompanyAction Africa Help International (AAH-I) is an African-led, regional organisation, working in Kenya, Somalia, South Sudan, Uganda, and Zambia.
It brings over 25 years’ experience working with communities in conflict and post-conflict situations, including refugees, internally displaced people, host communities and communities in urban slums.
AAH-I expects to start a hospital management project in Somali land providing technical assistance to the Regional health office.
Job Summary
The Regional Human Resources and Administration Manager will provide strategic leadership to the HR and Admin function of the organization in a manner that ensures there is implementation of quality Admin services; high staff engagement and support; effective performance and reward systems for staff and talent management that facilitates the achievement of organisational objectives.
S/he will apply rigorous project management techniques to planning and implementing cross-functional HR and Admin initiatives that support current and future business strategies.
Responsibilities
Leadership
Provide direction, leadership, capacity building and coaching interventions to members of HR and Admin team.
Take lead in the development of a HR strategy in line with organisational HR priorities.
Partner on a strategic level with Regional Leadership to strengthen and develop integrated HR solutions in Organisational Development, workforce planning, recruitment and selection, performance management, succession planning, employee relations and leadership development.
Keep abreast with strategic HR issues in the region and provide input into the development of regional strategic Initiatives. Human resources and administration policies
Provide strategic guidance to the HR and Admin teams on systems, policies & procedures and technical guidance in the review, contextualization and roll-out of policies
Develop and implement HR and Admin management policies and procedures and monitor all HR and Admin activities and practices to ensure compliance.
Ensure that staff are sensitized on the current HR and Admin policies and guidelines and review the systems/processes to identify and address gaps for effective service delivery
Performance management
Co-ordinate the performance management process to drive a high performance culture and all related functions including staff appraisal, training planning and implementation and incentive schemes.
Ensure that all key jobs have back up and that the organization is not over-dependent on any one individual for successful operations. Recruitment and selection
Direct and manage the recruitment and selection process, and train line managers in interviewing and assessment procedures.
Put in place appropriate employment policies and procedures and recruit staff, ensuring that new employees receive proper on boarding.
Lead in the development
of work force plans for countries. Learning and development
In liaison with the Country Directors, identify and implement staff development programs, promotions and career progression.
Put in place and regularly review and update succession plans that ensure the continuous availability of internal candidates to fill vacancies within the supervisory and management grades.
Support supervisors in management of career and professional development; coaching of their staff.
Coordinate staff capacity building in all the AAH-I regional offices. Reward management
Ensure that, within the parameters of cross-cultural and country limitations, all country and international employment practices, compensation, employee benefits and HR programs are within the limits of established standards, procedures, guidelines and policies of AAH-I.
Continually review pay and reward systems that are in place within the budget lines so as to ensure that employees are retained and motivated. Administration
Design, implement and oversee the maintenance of administrative systems for the efficient functioning of the office.
Oversee the procurement of all office supplies and services, auditing and approval of all contracts and payment document ensuring acceptable documentation, standards, policies and procedures are adhered to.
Oversee the negotiations, preparation, approval and execution of contracts, develop MoUs and SLAs that ensure cost savings and AAH-I interests are considered Reporting
Prepare and submit monthly/quarterly HR and Administration reports that will support development of the function
