Duty Station: Kampala, Uganda
Purpose of the role: To implement AAH-I’s strategic goals and objectives within Uganda. To provide leadership to AAH-Uganda program team towards advancement of AAH-I’s mission, philosophy and country program goals and objectives.
Duties & ResponsibilitiesStrategic Management With overall responsibility for programme development and management, works in consultation with AAH-I HQ Nairobi and the Uganda Country Board to develop the country strategy in line with the overall AAH-I strategy and prioritize programme strategies.
Keeps abreast of the country priority development areas and ensures that the country strategy addresses them so that AAH-I remains relevant to its stakeholders.
Takes the lead in identifying new projects and gap areas in existing projects with a view to soliciting new funding.
Ensures that programme and project activities outlined in the overall AAH-I and Uganda Country Strategic Plans and donor contracts are effectively implemented in accordance with contractual obligations and AAH-I’s goals and mission while ensuring that the quality of programs and services delivered is maintained.
Leadership
Effectively manage the human resources of the AAH-I Uganda program according to the approved HR policies and procedures and ensure that AAH-I fully conforms to the Uganda labour laws and regulations.
Effectively manage the programme team and partners by setting performance targets and continuously monitor to ensure the attainment of the programme objectives and country strategy.
Ensure efficient management of systems in support of project implementation.
Establish M&E systems in support of project implementation and ensure adequate functionality.
Ensure there is a regular documented forum / meeting for all key staff to discuss work plans, and assess performance based on agreed upon benchmarks
As the senior staff in Uganda, advocate on behalf of AAH-I’s operations in the field and maintain a strong profile of the organisation in appropriate coordination and other external fora.
Works with the Area Managers in deciding on the development network the programme should invest time in.
Embed accountability mechanisms within the department to contribute to a culture of accountability and excellence.
Provide oversight and management for all direct reports and lead the establishment and functioning of a strong, effective and coordinated team.
Identify bottlenecks to project implementation and take appropriate remedial action.
Ensure that robust and efficient office and logistical systems and procedures are in place and are complied with.
Financial Management
Has an oversight responsibility to ensure appropriate management of the Uganda programme budgets in compliance with both AAH-I’s and Donor policies and procedures
Draws up annual work plans and budgets for the country and seeks Executive Director and Board approval and monitors implementation and ensure the agreed reporting deadlines are fully complied with.
Ensure that the projects remain within the remit of their initial design, budget and purpose and are in compliance with donor contractual obligations.
Oversee the preparation of annual, quarterly and monthly work plans and operational budgets, setting the parameters and the process, and ensure full compliance with budgetary allocations and timely delivery of project outputs.
Reporting
Ensure timely monthly and quarterly financial reporting both at HQ and Country Office level.
Prepare and present to the Executive Director
and Board financial statements and reports as required.
Coordinate and lead the annual external audit process including donor and project specific audits, ensuring that resulting queries are fully addressed.
Ensure monthly, quarterly and annual management reports and donor progress reports are prepared and distributed on time.
Networking
Identify potential partners and assess their capacity to support the programme in the achievement of its objectives and make recommendations to the Executive Director and the Country Board
Represent AAH-I with Local Authorities, Donors, and NGOs fora and assist in the management of both internal and external communications.
Board Participation
As appropriate, participate in Board meetings on specific finance sessions such as budget presentation, risk issues, sharing the quarterly financial management scorecard and presenting key issues to the Board.
Present timely high quality finance reports to the Board as required.
Expected Outcomes
Country Strategic Plan in line with the overall AAH-I Strategic Plan developed, implemented and regularly monitored.
Sector specific and project operational plans developed, regularly updated and followed. Agreed AAH-I institutional policies, systems and procedures are followed in all country programs.
Create a shared vision, among all staff, on program/project objectives and their role in achieving these are facilitated.
Support and guidance to Area Managers on program matters provided to facilitate adequate project implementation and achievement of the desired results.
Overall coordination, networking and strategic partnerships to program implementation established and made functional.
Oversight responsibility for finance management and systems compliance to AAH-I guidelines, donor requirements and locally applicable laws and procedures.
Full implementation of audits and other risk management recommendations
Program and project monitoring and evaluation (based on program and project indicators) regularly carried out, and timely reporting (monthly, quarterly and annual) to the Directorate, the AAH-I Uganda Board, donors, and important stakeholders ensured.
Appropriate program documentation and reporting systems further developed and imple- mented.
In-country contacts with existing donors and potential new donors maintained/explored and funding proposals in support of existing and/or new projects developed in consultation with the Directorate.
Professional qualifications
Master’s degree in health, food security/livelihoods or social sciences with significant experience in public health and development projects management;
Proven track record of leadership, with at least 10 years progressive senior management experience;
Minimum relevant experience required
A very good understanding of the three AAH‘s main programme sectors; public health, food security/livelihoods and humanitarian emergency.
Proven ability to design and write competitive project proposals for major institutional donors.
Ability to provide strong project M&E support and oversee donor reporting.
Substantial knowledge and experience of effective financial and budgetary control and supporting projects to stay on course with implementation.
Exceptional general management and communication skills, including ability to communicate effectively with people of varied professional and cultural backgrounds.
