Action 4 Health Uganda Project Officer (Out-of-school) Jobs
The Project Officer (Out-of-school) will support project design, implementation, monitoring, reporting and capacity-building initiatives. He/she is responsible for activities in Youth Clubs, Youth Empowerment Centres (YECs) and the wider community; ensures timely planning and implementation of the program; submit activity reports to the A4HU Project Manager.
Job Purpose:The SRH Officer (Out-of-school) is the key technical person at the field level for A4HU interventions. He/she is responsible for ensuring the achievement of SRH program deliverables for the out-of-school component in close collaboration with the Local Government, health facilities, community leaders, Civil Society Organisations, Youth Clubs and Youth Empowerment Centres (YECs). He/she is also responsible for creating robust community-based SRH interventions.
Main Responsibilities: Facilitate peer education sessions.
Assist partners in implementing activities related to SRHR to ensure interventions are evidence-based, culturally appropriate, cost-effective, and have a high impact.
Ensure that out-of-school SRHR interventions for youth are implemented as per the plan and local needs.
Ensure that SRHR services and practices at targeted Health Centres are in line with Ministry of Health recommended guidelines, and treatment protocols and are consistent with minimum standards and best practices.
Facilitate community mobilisation activities and implement appropriate Behaviour Change Communication (BCC) approaches to create demand for SRHR services.
Facilitate and coordinate regular SRHR capacity-building activities for target Youth Clubs, YECs and health workers on SRHR peer education, life skills, youth-friendly health services, monitoring and evaluation, health system strengthening, facilitative supervision, and client-provider interaction.
Address SRHR issues as per the plan, including identification, response and reporting of SRHR programmatic components to the Project Manager.
Support the strengthening of community/beneficiary accountability mechanisms, ensuring that feedback and issues related to the project are addressed.
Assist the Project Manager in developing, reviewing, and disseminating guidelines, standards of practice, protocols, and other tools to improve quality programming at the health facility and community level.
Take the lead in establishing and operationalising male engagement modalities and ensure men are engaged as champions of change on SRHR.
Liaise with partners, including Local Government, Health Centres, counterparts, CBOs, FBOs and other civil society actors.
Participate in and represent A4HU in SRHR-related coordination meetings, Technical Working Groups and other official forums as requested.
Ensure routine data collection at health facilities and Youth Clubs utilising data collected via facility-based registers and data collection tools.
Analyse and review data with M&E
staff highlighting areas where services are improving and providing support where services are lagging.
Monitor and manage the effectiveness of the project, based on timely completion of targets and indicators, quarterly.
Administration and Financial Management
Participate in the elaboration of (costed) action plans, performance reviews and performance reports for community SRH interventions.
Ensure proper handling and management of A4HU assets in accordance with prescribed guidelines and procedures.
Prepare periodical budget forecasts and have responsibility for tracking the budget.
Collaborate with the Project Manager & Finance and Administration Unit in accounting for expenditures related to the project, and reconcile budgeted to expended amounts.
Other Duties
Plan and complete work assignments with a high degree of initiative, good judgment, analytical skills, and integrity.
Apply and promote the principles of results-based management (RBM) and a client-oriented approach consistent with A4HU rules and regulations.
Perform other duties as assigned.
Requirements
Bachelor‘s degree in Social Work and Public Health.
A minimum of three years of relevant experience in working with a Non-Profit organisation or a reputable Community-Based Organisation, preferably working with young people.
Knowledge of Sexual and Reproductive Health and Rights (SRHR) is a MUST.
Experience in designing youth programmes.
Experience in training and creative facilitation.
Knowledge of local Government development structures and policies.
Excellent interpersonal skills, teamwork and ability to work independently.
Excellent communication skills in spoken and written English.
Excellent computer skills.
Experience working with rural communities, especially community mobilization and networking.
