Position Profile: IMPACT, as part of the “U-LEARN” consortium led by Save the Children International’s Response Innovation Lab (RIL) and in partnership with the International Rescue Committee (UK), will implement a three-year cross-sectoral field-driven learning program for the United Kingdom’s Department for International Development’s Building Resilience and an Effective Emergency Refugee Response (BRAER) business case. U-LEARN will focus on improving quality, accountability and innovation in the Uganda refugee response through the delivery of an integrated programme to enable continuous improvements to the response in Uganda whilst ensuring better accountability to refugee and host communities. The consortium will optimize existing financial resources, systems for Accountability to Affected Populations (AAP), and knowledge assets to enhance learning with each partner responsible for the implementation of one component. Consortium partners will develop synergies amongst the findings and make results appropriately and easily accessible to various audiences through a Learning Hub, established as a key output of the program.
IMPACT’s IV approach will include, but will not be limited to:
Desk reviews of DFID M&E documents and partnership frameworks, such as results frameworks, past project reports, relevant tools for documenting and monitoring project activities, to understand BRAER partners and their activities.
Household (HH) surveys and assessments through observations, interviews and focus group discussions.
Key informant interviews (KIIs) with the community and village heads, local councils, settlement and district authorities, teachers, etc.
Regular visits and on-site monitoring with visual documentation of implementation sites, such as warehouses, stores, health centers, among others to verify quality and results.
Inclusion of women and children as well as persons with disabilities in assessments and surveys
Main Objective
Under the supervision of the IMPACT Field Manager, and working closely with the IMPACT assessment, database, and GIS officers, the IMPACT Senior Field Officer is responsible for the supervision of Field Officers and data collection teams, and implementation of IMPACT assessments; with anticipated travel to field locations as required.
Duties and Responsibilities
Data collection in the field
Overseeing Field Officers management of data collection in the field in line with specified tools and methodology
Ensure completion of accurate survey forms by Field Officers and enumerators and send to the assessment analysis team
Provide guidance to Field Officers to organize and facilitate high quality enumerator training to ensure familiarity with all assessment objectives and tools
Provide guidance and support to Field Officers on piloting surveys in the field and provide feedback to the assessment team to improve survey tools
Adhere to specified assessment timelines, communicating any delays and challenges encountered during data collection in a timely manner with the Field Manager and Assessment Officers.
Ensure Field Officers’ compliance with data collection plans for maximum productivity by the field teams.
Coordinate and conduct weekly meetings with Field Officers and/or enumerators to develop/review work plans
Ensure datasets are properly stored onto the Dropbox server
Field coordination
Support Field Officers to ensure timely deployment of enumerators/data collection team leaders on a daily basis
Coordinate daily field movement plans, with the support of the Field Manager
Provide guidance and support to Field Officers to ensure needed approvals and clearances are granted by local officials prior to any fieldwork
Ensure compliance with Government and IMPACT regulations to enhance safe data collection
Enforce compliance with the ACTED code of conduct by enumeration teams
In consultation with the Field Manager and the ACTED finance focal persons, support Field Officers to make enumerator payments on a timely basis
Staff Management and Training
Facilitate trainings of Field Officers and the data collection teams as shall be advised by the IMPACT country management.
Liaise with relevant Field Officers to develop and review the weekly and/or biweekly fieldwork plans
Raise any issues in a timely manner
with the Field Officers, related to deadlines, data quality, or anything influencing the data collection at field level
Report any misconduct from Field Officers and data collection teams that affects fieldwork and the safety of the assessment activities to the Field Manager
Ensure Field Officers attendance at trainings and any other mandatory engagements
Security and safety
Supervise the adherence of the field teams to the ACTED safety and security protocols.
Liaise with the Field Manager on all matters pertaining to field security immediately.
Communicate to the Field Manager all security incidents that may have an impact on field activities in a timely manner.
Supervise that the privacy and security of information collected in the field adhering to IMPACT’s data protection policies.
Supervise that assessment respondents are treated with respect and uphold their individual dignity.
Accountability to Communities and Beneficiaries
The staff member is responsible for ensuring that all relations with the communities that IMPACT and partners work are conducted in a respectful and consultative manner.
Due attention must be paid to ensuring that communities are adequately consulted and informed about IMPACT program objectives, activities, respondent selection criteria, and methodologies. This is the responsibility of every IMPACT staff member.
Protection mainstreaming
Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, casual labors, etc.).
Other
Any other tasks as assigned by the Line Manager.
Job Qualifications and Experience
Academic qualifications of at least a Bachelor’s degree in a relevant discipline
Minimum of 3 years of progressively responsible experience in humanitarian or development organizations, preferably in a field-based position**
At least 2 years of experience with data collection in the field, including mobile data collection platform
Willingness and ability to work in a dynamic and fast-paced field environment for extended periods of the time required
Willingness to travel extensively to lead data collection across region covered by designated field office
Excellent interpersonal, communication and report writing skills
Knowledgeable in community mobilization and community development
Familiarity with communities in which data collection will be implemented
Strong skills with the Microsoft Office Suite, particularly Excel**
Experience using ODK for quantitative data collection, or the ability to rapidly master the process
Experience conducting focus group discussions
Experience collecting information using hand-held GPS devices
Ability to work both independently, and as part of a team
Strong leadership skills and ability to manage teams remotely
Written and spoken fluency in English required; Working knowledge of other refugee languages an asset (Juba Arabic, Madi, Kuku, Dinka, Nuer, Bari, Somali, Swahili, French, Kinyarwanda, Kirundi, and others)
Demonstrable ability to take initiative, work as part of a team, and work independently with minimal supervision.
