Background The African Christian Health Association Platform (ACHAP) is an advocacy and networking platform for Christian Health Associations (CHAs) and Church Health Networks from Sub-Saharan Africa established through a declaration of commitment by the 3rd Africa Christian Health Associations Biennial Conference held in Bagamoyo, Tanzania in January 2007. ACHAP brings together more than 40 national-level faith-based networks providing services in 32 countries across Sub-Saharan Africa to share resources, establish technical working groups (TWGs), and provide ongoing training and technical assistance (TA) to its members. In addition, governments see ACHAP members as critical players and in many African countries partner with them to provide health support services, even to government facilities and in health systems strengthening efforts more broadly.
ACHAP is implementing the USAID/Global Health ACHAP Afya project, which will reduce child and maternal morbidity and mortality in focal areas within Kenya and Uganda. This will be done through implementation of high quality, high-impact community-level interventions in reproductive health (RH); Family Planning (FP); maternal, newborn, child, and adolescent health (RMNCAH); nutrition; and water, sanitation, and hygiene (WASH). The project is initially being implemented in Kilifi County in Kenya and in Arua and Nebbi Districts of Western Nile region in Uganda, with a possibility of expansion to other regions.
The Governments of Kenya and Uganda have put in place several national policies and strategies toward remedying the poor RMNCAH outcomes, particularly among vulnerable populations. Among these includes a Community Health Strategy, with an approach that empowers communities to participate in improving their own health, and to strengthen the delivery of health services at the community- and household-levels.
To effectively implement the ACHAP Afya project, ACHAP is seeking the services of a competent consultancy firm or individual to review the existing national community health policies, documents, and other related guidelines in Kenya and Uganda to inform the project implementation (guiding the project’s overarching technical approach and alignment to national guidelines in each country).
Terms of Reference
The overall objective of the consultancy is to review the National Community Health Strategy of each country and develop a toolkit to guide project implementation. Specifically, to:
Review current community health strategy and guidelines in Kenya/Uganda to identify the key approaches to project implementation in RH/FP/RMNCH/WASH and nutrition that are aligned to national guidelines.
Develop a summarized and simplified version of the strategy and guidelines for ease of reference and orienting the health workers. These may be adapted from similar material developed by other USAID funded or other donor health projects in the countries.
Develop a toolkit/training package for use by the program staff to ensure compliance to guidelines and quality and appropriateness of trainings especially those targeting faith-based leaders.
Identify international best practices and standards in implementation of community interventions for adoption by the project.
Provides learning materials, training, and
guidance to project staff on best practices for community liaison and engagement, with special attention to grass-roots engagement, promoting inclusivity and reaching diverse audiences and client groups.

High Impact practices for community interventions in FP/MNCAH/Nutrition/ WASH
Deliverables/Outputs
Inception report, including detailed methodology and consultancy work plan.
Develops and finalizes a community engagement tool-kit for ACHAP Afya staff for inclusive community liaison and community engagement.
Working with project staff, provides training to key field-staff on use of the community engagement tool-kit to familiarize them with elements of community engagement.
Final report on evidence-based future community engagement approaches.
Required Skills and Experience
Master’s degree in Public Health, HSS, Community Development or related studies.
A minimum of 10 years of progressively responsible professional experience in the field of public health, HSS, community engagement, training or related areas.
Knowledge and understanding of the Community Health Strategy implementation for the respective country.
Fluency in the local language and culture in the locations is added advantage.
Proposal Submission Guidelines
Proposals must include the following elements:
A covering letter introducing the submission.
A methodological proposal of no more than 5 pages.
A financial proposal (i.e. budget) in USD. This should be inclusive of all taxes and delivery costs and shall remain valid for (60) days from the closing date.
Detailed CVs of applicant (s) or firm’s capability statement, outlining the relevant skills and experience (not exceeding 3 pages per team member).

Bidders are encouraged to include any additional information they believe demonstrates added value ACHAP within the scope of this project.
Travel and Subsistence
Where appropriate, any costs for travel and subsistence must be clearly shown in the proposal. However, it is expected that this assignment would be largely virtual.
Costs Incurred by Prospective Consultant
It should be noted that this document relates to a Request for Proposal only and not a firm commitment from ACHAP to enter into a contractual agreement. In addition, ACHAP will not be held responsible for any costs associated with the production of a response to this Request for Proposal.
