Job SummaryUSAID’s Integrated Community Agriculture and Nutrition Activity (ICAN) is USAID Uganda’s flagship resilience project, awarded in July 2018.
The Activity goal is to enhance the resilience of vulnerable households in the eight districts of Kanungu, Kisoro, Rukungiri (Kigezi sub-region); Guulu, Lamwo, Nwoya (Acholi sub-region); Kaabong and Kotido (Karamoja sub-region).
The overall objective of the project is to sustainably enhance the resilience of vulnerable households in areas of operation by maximizing economic opportunities for vulnerable households, stabilizing their access to and consumption of diverse and nutritious diets and increase social capital by reinforcing relationships among formal governance systems and communities.
Abt Associates seeks a qualified Monitoring, Evaluation and Learning Advisor for USAID ICAN Activity. This position is based in Kampala.
Key Roles and Responsibilities: Under the supervision of the Chief of Party, the Monitoring, Evaluation and Learning Advisor is responsible for overseeing ICAN’s performance monitoring system, conducting or overseeing related assessments and research, and providing capacity strengthening for partner organization in monitoring, data analysis, and data use. This will include, but is not limited to the following:
Oversee all monitoring, evaluation and learning activities, including some evaluations that will employ rigorous methods that require primary data collection through surveys
Implement
and continuously update ICAN’s Activity Monitoring, Evaluation and Learning Plan (AMELP) and Quality Assurance and Surveillance Plan (QASP). This includes establishing baseline measures and periodic data collection using a variety of methods to report on results, inputs, outputs, and assumptions of the project
Develop a plan to verify data quality
Supervise all data collection, entry, and analysis. Provide guidance to Data Manager/CLA Analyst, M&E Officers based in Kampala, Kotido, Kitgum, and Kabale on data collection methodologies, tools, and techniques
Advise subcontractors and grantees on required monitoring data collection procedures
On an as-needed basis, provide data to USAID. Ensure all required monitoring data are entered into USAID’s reporting systems
With the Chief of Party, institutionalize learning and evaluating ICAN progress as part of routine operations and decision-making.
Participate in and/or co-facilitate workshops for project staff, USAID, and key stakeholders to review and discuss progress and lessons learned, and brainstorm strategy and activity refinements
Other duties as required
Preferred Qualifications:
Master’s degree in (bio) statistics, agricultural economics, population studies, epidemiology, business administration or related area of study, and relevant work experience
Specialized training in monitoring and evaluation is desirable
Eight (8) years of progressively responsible work experience in working in complex projects of similar size
With five (5) years of monitoring and evaluation work at the supervisory level
Knowledge of agriculture, nutrition, and systems monitoring and evaluation preferred
USAID experience required
Excellent written and oral communication skills in English required
Minimum Qualifications
(8+) years of experience and a master degree OR the equivalent combination of education and experience
