PurposeTechnical Assistants at subnational levels are needed to support the governments in responding to the COVID-19 pandemic, monitoring to ensure continuity of routine immunization services at PHC level during COVID-19, and supporting planning and monitoring of preventive measles and other vaccination campaigns.
Technical Assistants are also required to ensure that the implementation of routine immunization improvement roadmap continues uninterrupted.
Overall the support will include participation in COVID-19 response planning and monitoring, monitoring of continuity of primary health care services in the respective areas, and providing supportive supervision to the field staff for continuing primary health care services.
The support also needed to ensure the continuous implementation of various components of the roadmap.
These components include identification of underserved/high-risk communities and their inclusion in equity-based micro plans at woreda and PHC levels, monitoring of immunization sessions, rapid convenience surveys for concurrent assessment of the coverage, data quality assessment, on-job training for service providers through supportive supervision, ensuring the availability of immunization supplies and cold chain functionality, planning for community engagement for improving demand for service utilization, etc.
Specific objective
To provide technical assistance on the COVID-19 response
To provide technical assistance in identification of low performing areas, assessing continuity of immunization services during COVID-19 pandemic
To help implement of Routine Immunization Improvement Roadmap by building the capacity of immunization managers and service providers to maintain immunization service delivery, plan, implement and monitor immunization programs to reach all children for vaccination.
To generate evidence, enhance advocacy and accountability, and document good practices.
Scope of Work
The Technical Assistant will provide technical support to the designated level (ZHD/RHB) and below to support COVID-19 response, improve immunization coverage through close monitoring and to address the equity issues and strengthening immunization systems and program monitoring.
Key Tasks
Provide support and contribute to the overall response to the COVID-19 pandemic in respective regions and zones
Provide technical support to monitoring the immunization services during COVID-19 and ensuring the continuation of immunization service delivery at health care facilities
Provide technical support to planning, implementation, and monitoring of preventive measles and polio campaigns
Track measles and other VPD outbreaks and support planning, implementation, and monitoring of the outbreak response.
Implement all components of Routine Immunization Improvement Roadmap
Provide quality technical assistance on the identification of underserved communities
Provide support to health facilities to develop quality and
costed micro-plan and its implementation (are sessions held as per the plan, and all areas/ communities reached as per the plan) including vaccine, demand generation and budget plan at health facilities
Strengthen implementation of effective vaccine management across the health system and monitor availability of vaccines at PHC level and functionality of cold chain
Conduct and ensure monitoring of activities, immunization session, vaccine temperature, and immunization status among the high-risk community, coverage, and bottleneck reduction
Provide focused support to MCV2 in the assigned region and zones to improve coverage with the scope of 2YL vaccination.
Job Requirements
Education
Health Professional (BSC in public Health/ Health Officer with Public Health Experience). Master’s in public health is an advantage.
Work Experience
professional work experience of at least five years in the planning, management, monitoring, and evaluation of health-related programs. Experience of working on EPI at the sub-national level.
Languages
Fluency in English is required, and knowledge of the main local language of the assignment area is mandatory
Other Skills and attributes
Interpersonal communication skills, teamwork, work adaptability in a multi-cultural environment, proven ability to facilitate cooperation in a multidisciplinary team.
Self-motivated, ability to work with minimum supervision, seriousness about quality, and timeliness of the work.
Ability to conceptualize, develop plans, and manage programs as well as to transfer knowledge and skills to the health workers at the sub-national level.
Good data and analytical, negotiating, communication, and advocacy skills.
Knowledge of Microsoft office and analytical tools/application
Experience in Social and behavioral change communication for Immunization is an asset

The Technical Assistant will be recruited through ABH.
The Technical Assistant will be embedded in the ZHD or RHB and is expected to support ZHD/RHB, woredas, and health facilities in the region/zone.
The Technical Assistant will be consulting and planning with the RHB/ZHD and UNICEF field office Health Specialist/Health Officer for any logistic arrangements.
The Technical Assistant will be paid DSA as per the government rate for an overnight stay outside the station of posting.
The Technical Assistant should use his /her own materials/equipment, i.e., mobile phone, computer, etc.
The payment of monthly remuneration is subjected to the completion and submission of monthly progress reports for certification.
