PurposeThe purpose of this consultancy is to formulate annual financial cost projections for the key child health commodities to assist in the planning of domestic and international finance.
These projections will be within secondary data on fiscal space, affordability and within the context of other health sector priorities.
Key function, accountabilities and related duties/tasks
Under the supervision of the UNICEF Health Systems Specialist, the consultant will be responsible for carrying out child health commodity cost projections, for the child health commodities listed above.
These cost projections will be financial costs only and an economic costing will not be attempted, although operational costs will be included.
There will be no attempt to estimate the cost of implementation or the burden on the health system of these interventions.
The costing will include
Annual financial projections for each commodity and analysis of funding sources, for annual, 5 years and 10 years projections using a previously agreed tool
The projections will be made pictorially in graphs and power point presentation, including sources given, showing available funds and gap analysis
The financial projections will be presented in a report referring to existing evidence on fiscal space and international donor commitments, to generate a narrative on domestic and international financing for child health commodities
The projections will be disseminated to key stakeholders for discussion and verification.
Job Requirements
Technical Competencies
Good understanding of universal health coverage, primary health care, and
doing cost estimates in developing country contexts
Proven experience in budgeting health commodities and making projections
Excellent oral and written communication and report writing skills in English.
Writing samples may be requested.
Good knowledge and experience of financial projections
Good ability to support the translation of analytical findings and evidence into a cohesive narrative.
Excellent ability to collect, treat, and analyze data. Advanced computer literacy expected in Word, Excel, and PowerPoint
Advanced ability to manipulate HEALTH INFORMATION data.
Education
Advanced University Degree in relevant subject eg Health Economics
Experience
At least ten (10) years progressively advanced work experience in financial costings
Demonstrated experience in producing documents, proposals or reports for countries.
Experience working in the UN system agency or UN organization is an asset
Language Requirements
Fluency in English is required. Knowledge of another official UN language or a local language is an asset
