Objectives

  • The objectives of this consultancy are for UNICEF and EPSA to reflect on the warehouse capacity at central and hub levels and how space is managed for EPSA Supply lines and to assess regional capacities for medical equipment repair. the objectives for the three phases are as follows

  • Assess the capacity of the warehouses in EPSA for managing current and future EPSA supply lines, using quantitative and qualitative methods

  • Assess regional capacities (EPSA, RHB, private sector) for repairing and maintaining medical equipment procured and delivered by UNICEF

  • Synthesise recommendations for consideration for hub capacity improvement needs and central level space management (including the need for mega warehouse) and regional workshop capacity

  • Disseminate evidence to stakeholders and generate a capacity development plan.

    Key function, accountabilities, and related duties/tasks

  • Under the supervision of EPSA, the Chief of Supply and the UNICEF Health Systems Specialist, the consultant will be responsible for EPSA warehouse assessment and regional medical equipment capacity assessment and recommendations for future capacity development in three phasess:

  • Phase One; Quantitative capacity assessment of supply lines 20 days

  • Measuring the performance of all the ESPA warehouses at Federal and Hub levels by using the HMCIS to calculate the stock in and stock out of the warehouses, and trend data to identify space and storage requirements and potential bottle necks for all supply lines.

  • Method: this will be done remotely by EPSA providing access to the HMCIS information system for the consultancy to undertake this quantitative data analysis.

  • Remotely map all the medical equipment procured and delivered by UNICEF and the requirements for spare parts, maintenance and repair.

  • Phase Two: Qualitative capacity assessment of supply lines 30 days

  • Organisational capacity assessment will be conducted in Ethiopia at central and hub levels, visiting each warehouse at Addis Ababa and all EPSA hubs, starting with atleast four regions.

  • The purpose of the organisation capacity assessment will be to gather qualitative data to understand the quantitative analysis of part one.

  • This organisational capacity assessment will understand any bottle necks identified in part one and identify priority areas of systems strengthening to address these bottle necks.

  • These bottle necks maybe due to organisational space (need for mega warehouse), storage infrastructure (efficient arrangement of pallets etc), clear labelling of products, use of innovatitve methods such as cross docking, availability of stock movement capacity such as forklifts and other areas recommended by EPSA and the consultancy.

  • If successful, then there is a possibility to extend this consultancy to carry out this assessment in all the remaining EPSA hubs in all the regions.

  • Assessment of regional hubs, bureau and private sector for maintaining UNICEF procured equipment, and identify gaps
    for systems strengthening .

  • Method: consultant to propose assessment tools and visit Ethiopia to carry out the data collect ion in Add is, in the hubs and in the regions .

  • Phase Three: Assessment and Recommendations 10 days

  • Synthesize the findings of the quantitative assessment for all the EPSA warehouses (phase
    and the qualitative findings of the EPSA visits (phase 2) into a report.

  • Produce a report on the medical equipment which can be together or separate.

  • This report will show capacities and gaps and synthesize recommendations for addressing those gaps at multiple system levels: advocacy, supply, demand.

  • The assessment and recommendations will be disseminated through EPSA for EPSA stakeholder reflections and to identify specific priorities for systems strengthening for current and future EPSA supply lines for now and for the future.

  • Method : Produce a synthesized report with recommendations for future systems investment and facilitate the dissemination process (remotely or in Ethiopia).

    Job Requirements

    The successful consultant or firm should offer the following range of skills and experience

    Technical Competencies

  • Good understanding of universal health coverage, primary health care, supply chains, and warehouse management, with good experience in assessing stock management

  • Good understanding of medical equipment maintenance and repair strategies
    and policies

  • Excellent oral and written communication and report writing skills in English. Writing samples may be requested.

  • Proven knowledge of the application of warehouse management knowledge
    and experience to key priority identification and findings

  • Good ability to support the translation of analytical findings and evidence into a cohesive narrative.

  • Excellent ability to collect, treat, and analyze data. Advanced computer
    literacy expected in Word, Excel, and PowerPoint Advanced ability to manipulate HCMIS data.

    Education

  • Advanced University Degree in a relevant subject

    Experience

  • At least ten (10) years progressively advanced work experience in the international development supply chain strengthening and warehouse management, some of which should be in a developing country context Demonstrated experience in producing documents, proposals, or reports for countries.

  • Experience working in the UN system agency or UN organization is an asset Experience implementing Health supply programs will be considered an asset

    Language requirements

  • Fluency in English is required. Knowledge of another official UN language or a local language is an asset
