Job Description

Purpose of the position

  • This position is required to avail of a consultant who will take responsibility for preparing a revised and updated National Strategy for Newborn and Child Survival in Ethiopia with close follow-up with the child health case team, MCH Directorate, MoH.

    Objective

  • The objective of this TOR is to recruit a national experienced expert, who will take the primary responsibility of the development of the national “revised and updated “National Strategy for Newborn and Child Survival in Ethiopia, 2020-2025”.

    Specific tasks

    Under guidance from the child case team, MCH Directorate, MOH the consultants will

    The national consultant is expected to carry out this task using the following methods:

    Desk review of relevant national, other countries/ regional/ and international documents: Some important national materials to be referred to in the process of updating the National strategy for newborn and child survival include:

  • Newborn and Child survival strategy 2015-2020

  • Health Sector Transformation plan, (2015-2020),

  • Draft Health Sector Transformation Plan (2020-2030)

  • Draft Optimization of Health Extension Program (2020-2035)

  • Annual HSTP review documents, the draft HSTP-1 mid-term review document, and Health & Health-related Indictor HMIS, reports, and DHS.

  • National strategy for Child Survival in Ethiopia, 2005.

  • Draft Roadmap for ending preventable child deaths in Ethiopia, 2015-2035 (Can Ethiopia reduce U5MR to below 20/1,000 live births by 2035)

  • National implementation plan for integrated Community Case Management of newborn & Childhood Illness (iCMNCI 2015) and related documents

  • Neonatal Care and NICU guidelines, protocols, and standards

  • Revised Country Multi-Year-Plan of Ethiopia

  • Revised Acute malnutrition management guide 2019

  • Child health Roadmap on progress

  • Maternal, newborn and child health program strategies and plans (IMNCI, iCCM, Nutrition, Malaria, EPI, HIV/PMTCT/EMTCT, RH)

  • The Revised Health Extension Program Guideline (including the regulation and other documents)

  • FMOH Woreda planning tools

  • All relevant Publications on newborn, child, and maternal survival

  • Any other documents that will be identified in consultation with the child survival TWG

    prepare a Newborn and Child Survival Situation

  • Analysis document based on desk review. In addition, the desk review information will be enriched and triangulated by key informant interviews.

  • The draft Situation Analysis document will be presented at an experts’ group meeting where the major bottlenecks will be discussed, and consensus would be reached on key issues to be addressed in the revised strategy, including:

  • the list of high impact interventions

  • the target coverage levels for 2025

  • the best delivery platforms and approaches, …

  • The consultants will develop and
    present a framework for these key issues to facilitate the discussion during a one-day (in person or virtual) meeting followed by a serious of consultation meetings with virtual.

  • Develop the draft revised national newborn and child survival strategy based on the above input and with regular consultation of the child survival technical working group or Task Force.

  • Collect relevant information from TWG members through interviews, group discussions, meetings, and other communications

  • Present draft works to the child survival TWG through meetings and get feedback

  • Organize and synthesize relevant inputs from the TWG and others

  • Collect data elements for costing of interventions

  • Present the draft revised strategy at a review and validation workshop to finalize based on the input of the meeting.

    Expected Deliverable

  • An approved newborn & child health situation analysis document

  • A draft National Strategy for Newborn & Child Survival in Ethiopia, 2020- 2025.

  • The final product of this consultancy is an updated National Strategy for Newborn & Child Survival in Ethiopia, 2020- 2025.

    Job Requirements

    Education Requirements

  • A minimum of a master’s degree in public health or pediatrics and a degree in medical sciences

  • Experience in planning and implementation of newborn and child health or related programs

  • Extensive knowledge of child health issues and actors

  • Knowledge and experience of the Ethiopian health system

  • Good understanding of the decentralized health system, the HSTP, and related policies and strategies

  • Research experience, good analytical and English writing skills

  • Good skills in communicating, facilitating group discussions, and conducting effective presentations

  • Prior experience as a consultant in the development of similar documents

  • Flexible, capable of working under pressure and in tight timelines

    Work Experience

  • A minimum of five years of experience in public health or clinical practice with public health in newborn and child health programs

    Language requirement

  • Fluency in English is required. Knowledge of another official UN language or a local language is an asset

    Nationality

  • Candidates should be a NATIONAL of Ethiopia.

  • The consultant will not work from the UNICEF office, rather work from MOH,

  • The consultant should provide his/her own materials, i.e. computer,

  • The consultant will use a rented car when needed (provide by the ABH)

  • The consultant will be paid monthly upon completion of deliverables as indicated on this TOR on a monthly basis through the ABH.

  • ABH will manage all the administrative issues and aspects based on HR’ policies and procedures.
