Finance Administrative Officer
Under the direct supervision of National Project Officer, and working closely with the UNV Field Coordinators, the UNV Finance Administrative Officer will be a member of the Kenya Drought Recovery Project (KDRP) Team and will particularly provide administrative project support to KDRP.
Specifically the UN Volunteer will perform the following duties:
Responsible for all matters related to the operations and administration of the Kenya Drought Recovery project and activities.
Review all financial documents in compliance with UNDP policies and procedures.
Conduct budgets tracking, inventory of furniture and equipment.
Review financial reports and providing financial support and technical assistance to project beneficiaries and partners when necessary.
Processes monthly and quarterly consolidated reports accurately and reconcile accounts.
Process the procurement of supplies and equipment in respect of the Field Office budget, including programme and project budget; obtains quotations and bids, reviews, clears for submission to UNDP, prepares purchase orders and certifies that goods have been received in good condition.
Makes forecasts on Support Budget and project income/expenditure status, provides analyses to senior management on strategic Support Budget and project reserves, keeps abreast of staff costs and advises on implications of non compliance of financial guidelines and policies.
Advise senior management on all aspects of accounts maintenance, budget control, incomes and other financial issues regarding implementation, i.e. obligations and future programme/projects budgetary implications;
Ensure payments are made against a recorded commitment and requested goods and services which are delivered have not been paid for before.
Qualifications & Experience:
A minimum of Bachelor’s Degree in Commerce or Accounting and CPA (K)
At least 3 years accounting experience – preferably in development programming.
Well versed in computerized accounting applications.
Strong analytical planning and organizational skills.
Good understanding of statutory requirements.
Strong management and coordination skills.
Good Administrative and communication skills.

Field Coordinator, Turkana County
Under the direct supervision of National Project Officer, the UNV Field Coordinator will oversee the day to day running of the project at district level to ensure that the project achieves the desired results within the stipulated time frames and utilizing the resources available.
Specifically the UN Volunteer will undertake the following tasks:
Implement and manage project activities according to the annual work plans whilst maintaining the flexibility to shift priorities according to the changing context
Coordinate implementation measures and eEnhance technical capabilities of district and community structures/personnel to undertake project activities
Provide technical advice , support and training of communities and community leaders on human security and peace building issues
Provide technical assistance to the NDMA district office on the Results Based Management of projects for compliance with the Results Management Guide (RMG) and the Harmonized Approaches to cash Transfer to Implementing Partners (HACT)
Assist the District Project Coordinating Group and the DSG on the adjustment of project focus with regard to emerging realities that may impact on the project priorities at the district level and the region at large
Act as the focal point for UNDP and other participating UN agencies at district level.
Liaise and co-ordinate with key actors involved in the peace building programmes throughout the affected clusters
In collaboration with the Project Steering Group (PSC) at national level , organize periodic project assessments to ascertain adherence to the business case and timeliness in delivery of results
In collaboration with all partners and agencies and the government ensure that the interface and synergy between peace building and other disaster risk reduction projects implemented in the districts are maintained.
Support all participating UN agencies and GoK in monitoring and evaluation efforts by maintaining overview of the project in terms of results, delivery, programming resources.
Qualifications & Experience:
A University degree in either Development Studies, Disaster Management, Education, Agriculture, Economics or Conflict Managements and Peace building , Sociology or a related Social science
3 years of professional experience in programme management and coordination with Government and or UN agencies and or NGOs with emphasis on managing projects and programme related to Human Security
Substantive experience in policy development and the provision of policy advice to National Government in DRR issues
Broad understanding of DRR and peace building issues and substantive knowledge and /experience of ASAL districts and the regional context
