UNESCO for the academic year 2019-2020 seventy-five (75) fellowships for advanced studies at undergraduate and postgraduate levels.
These fellowships are for the benefit of developing Member States in Africa, Asia–Pacific, Latin America, Europe and North America and Arab region.
Tenable at a selected number of Chinese universities, these fellowships are intended for scholars who plan to pursue advanced studies or undertake individual research with periodic guidance from the assigned supervisor in China for a duration of one year.
Selected candidates will undertake their studies in the host universities as visiting scholars.
Most of the study programmes will be conducted in English.

In exceptional cases, candidates may be required to study Chinese language before taking up research or studying in their fields of interest.
Twenty-five (25) of the 75 fellowships are especially intended for candidatures from the Teacher Training Institutions supported by UNESCO-CFIT Project in the 10 African countries to pursue an Advanced Training Programme for Education Administrators and Teacher Educators at East China Normal University.

Eligibility
(i) Applicants applying for General Scholar programs must not be older than the age of forty-five (45) and have completed at least two years of undergraduate study; and those who applying for Senior Scholar programmes must be a master’s degree holder or an associate professor (or above) and not older than the age of fifty (50).
(ii) English proficiency is required.
(iii) Be in good health, both mentally and physically.
How to Apply?
Step 1:
Read carefully the Announcement letter, especially the attached ANNEX II, for UNESCO/China Co-Sponsored Fellowships Programme 2019-2020 to understand the requirements for eligible candidatures and the procedures for the submission of application.
Step 2:
Contact the National Commission for UNESCO of your country to enquire the application procedures at national level. Click here for the information to contact the National Commissions for UNESCO.
Applicants are encouraged to contact in advance with their target Chinese universities and apply for the pre-admission.
For the applicants who have received the pre-admission letters from by the time of submission, please attach the letters in your supporting documents.
Step 3:
Prepare your application documents (in English or Chinese) properly according to the requirements prescribed in ANNEX II.
Step 4:
Submit your application to the National Commission for UNESCO of your country.
NOTE: As National Commission for UNESCO of the invited countries will select and transmit the applications of nominated candidates to UNESCO Paris Headquarter by 15 March 2019 at the latest, applicants are advised to submit their application to the National Commissions as early as possible.
Step 5:
As soon as You are informed by the National Commission for UNESCO of your country that you are nominated as a candidate for this programme, you should complete the online application and submit all the supporting documents on the online application system of China Scholarship Council.
Note: Hard copies of application documents are no longer required and it is mandatory for each nominated candidate to submit his/her application in the online application system.
Candidates should mention their serial number of online application when their applications are submitted to UNESCO. Any application without online registration will not be considered.
Step 6:
Your online application form, along with the endorsement letter from the National Commission for UNESCO of your country and all your application documents should be submitted to Mr Stoyan Bantchev, Chief of the Participation Programme and Fellowships Section by e-mail:
s.bantchev@unesco.org, with a copy to a.slojneva@unesco.org and v.lopy@unesco.org, by 15 March 2019 at the latest.
Submission and Selection of Candidates
Due to the intergovernmental character of UNESCO, individual application is not acceptable for UNESCO.
Only the application endorsed by the National Commissions for UNESCO will be considered.
Applicants should submit their application documents through the National Commissions.
The National Commission will select qualified candidates and transmit the application documents of nominated candidates to UNESCO.
The applications, attached with the letter of nomination endorsed by the National Commission, should be sent to Mr Stoyan Bantchev, Chief of the Participation Programme and Fellowships Section, by e-mail: s.bantchev@unesco.org, with a copy to a.slojneva@unesco.org and v.lopy@unesco.org, UNESCO and the Chinese authorities will select the seventy-five (75) most qualified candidates. The National Commissions to UNESCO of the beneficiaries will be duly informed by UNESCO.
Frequently Asked Questions
Why should I contact with the National Commission for UNESCO of my country before starting my application?Due to the intergovernmental character of UNESCO, all applications must be channeled through the National Commission for UNESCO of the candidate’s country. Member States may lay down different recruitment procedures and deadlines, which they consider appropriate in their countries.
That is why applicants should contact the National Commission for UNESCO to understand the specific procedures of selection in their countries before starting their application.
Do I need to submit a language certificate when I apply for UNESCO/China Fellowships Programme?
There is an official form of “Certificate of Language Knowledge” provided by UNESCO.
Certificate of Language Knowledge is especially mandatory for the applicants without the certificate of international language proficiency test such IELTS or TOFEL.
In this case, applicants must submit the form signed and stamped by the certified language institutions or language tutors.
Applicants who have already obtained the language certificates issued by official authorities such as TOFELS and IELTS should fill in the form according to the results and information reflected on their language certificates and note in “COMMENTS” that a copy of the corresponding language certificate is attached with this form.
If possible, applicants can ask their National Commissions to stamp on this form after verifying that what the applicants write on the form is faithful to the attached certificate, but this is not mandatary.
Applicants who apply for the programme taught in Chinese are recommended to attach the copy of valid HSK (Chinese proficiency test) in their application documents.
Can I apply to this fellowship if I don’t have the Pre-admission Letter from a Chinese university?
Yes. Pre-admission letter is not mandatory for application.
However, as most Chinese universities would open for application from international students at the beginning of Feburary, applicants are encouraged to communicate with their target universities in advance.
In previous examples, some universities would provide Pre-admission Letter for qualified applicants as a supporting document for scholarships.
For the applicants without Pre-admission letters, Chinese Scholarship Council (CSC) will transmit the application documents of eligible candidates to universities for further selection.
What kind of certificate or degree I will obtain after this one-year fellowship?
Generally speaking, a degree programme in China requires two to three years.
Candidates selected under this fellowships programme will undertake their studies and researches in China as Visiting Scholars.
The host universities in China have rights and responsibilities to decide whether you will receive a certificate for this one-year studies or continue with the degree studies.
Can I renew or extend this fellowship with UNESCO when I finish the one-year studies in China?
Due to UNESCO's regulations, It is impossible to renew or extend a fellowship under the same UNESCO fellowships programme.
However, UNESCO has no objection if a fellow continues his/her studies in China with other types of fundings (either through other scholarships provided by China Scholarships Council or external sponsors).
In the case that a fellow has the will to, or need to undertake extra years of studies after completing this one-year fellowship, he/she is advised to consult the host university and China Scholarship Council as early as possible.
