Finance Manager
Position Summary: The Finance Manager is based in Tripoli, Libya with significant travel to Benghazi. S/He will: support the Chief of Party in assigned duties and specifically those tasks that relate to financial planning, management, and reporting. Major responsibilities will be directed towards managing small grants issued to local civil society organizations.
Reporting & Supervision: The Finance Manager reports to the Chief of Party and supervises a Finance Officer.
Primary Responsibilities:
Establish and maintain financial management and accounting control systems for program expenditures.
Oversee Finance Officer in Benghazi.
Remain responsible for the receipt and accountability of all funds for CDGP (performing weekly and monthly cash checks).
Maintain a database of accounting documents, in both electronic and hard copy.
Consolidate accounting data into a monthly return to be forwarded to DC in paper and electronic copies.
Prepare financial documents and vouchers as required.
Prepare weekly, quarterly, and annual fiscal report, as well as ad-hoc reports requested by senior staff.
Coordinate with the Department of State, as appropriate, regarding the management of U.S. dollars and local currencies.
Other duties as assigned by the COP.
Required Skills & Qualifications:
M.S. degree in accounting or financial management desired; B.S. degree with at least 3 years of experience required.
Public or private sector management, financial analysis, cost accounting and relevant experience preferably in developing countries.
Demonstrated capacity to supervise a complex financial management or general ledger system.
Fluency in English and Arabic.
Prior experience in the Financial Management of USG programs.

Chief of Party
Reporting & Supervision
This position reports to the Program Director in the CIT Division or her designee.
Primary Responsibilities
The Chief of Party will be responsible for the technical leadership and in-country management of the project.
S/he will oversee the long-term expatriate and local staff and short-term experts in achieving project results.
S/he will undertake regular assessments of the broader political environment within which the project operates to ensure flexibility and rapid reprioritization of activities when necessary.
Other responsibilities include:
Serve as principal liaison with Libya-based Department of State representatives, government counterparts and community stakeholders on program communications and technical implementation activities.
Provide technical direction and leadership and oversight of all administrative matters.
Provide technical support to the team in all program areas.
Develop and implement work plans for project activities.
Oversee implementation of project monitoring and evaluation activities and ensure that project results are met.
Supervise development and submission of project deliverables and provide timely and accurate reporting and briefings to USG/Stakeholders on all program areas.
Oversee implementation of Creative’s security protocols and provide leadership in handling security-related issues.
Manage the program team in a manner that is open and respectful and encourages professional development, and solicits constructive staff input.
Required Skills & Qualifications
At least 8-10 years of relevant experience working for USG Contractor or international NGO; at least 5 of which should be in a supervisory capacity.
Previous experience working in the MENA region.
Familiarity and experience working with USG, preferably with Department of State.
Demonstrative experience managing grants, preferably including in-kind and small grants.
Demonstrated experience and knowledge in establishing systems and overseeing program start-up and close-out.
Experience with activity design, development, implementation and comprehensive monitoring and evaluation.
Excellent communication and interpersonal skills
Strong analytical capacity.
Bachelor’s degree from an accredited university in a relevant field.
Desired Skills & Qualifications
Master’s degree from an accredited university in a relevant field
Fluency in Arabic is desirable
